CIUDAD REAL, 10 (EUROPA PRESS)

La Asociación Provincial de Empresarios de Construcción (APEC) ha celebrado, con el patrocinio de Caja Rural de Ciudad Real, la Jornada "Novedades Fiscales para 2010", donde se ha hecho un repaso de la normativa que entrará en vigor este año en relación con la fiscalidad de las empresas promotoras y constructoras.

La jornada, a la que asistieron más de 80 empresas de toda la provincia, se enmarca en las acciones formativas que APEC lleva a cabo a lo largo del año con el objetivo de formar y actualizar a los trabajadores del sector, en este caso, a los que desempeñan su tarea en los departamentos financieros y de administración de las empresas.

El gerente de la Asociación, Manuel Carmona, durante la inauguración de la jornada agradeció a Caja Rural la colaboración prestada para organizar este tipo de jornadas que, a la vista de la asistencia de las empresas, suponen un éxito de participación.

La dirección y el comité de empresa de la fábrica de Georgia-Pacific en Allo firmaron el pasado 17 de febrero un nuevo convenio colectivo con vigencia de cinco años que fue ratificado previamente en asamblea por el 85 por ciento de los trabajadores asistentes.

El convenio recoge una reducción de la jornada de 22 horas durante este periodo y un aumento del IPC real más 0,75% cada año. La planta de Allo cuenta con más de 300 trabajadores.

La compañía afirmó en un comunicado que el acuerdo "supone, además de las mejoras de condiciones de trabajo incluidas en el mismo, una garantía de estabilidad para la factoría de Allo, que facilitará la atracción de nuevas inversiones y la fabricación de nuevos productos en el centro". Desde el convenio de 1997 que finalizó en 1999 no se había alcanzado ningún nuevo acuerdo.

Georgia-Pacific ha hecho también inversiones importantes en su marca Colhogar tanto en la categoría de cocina como en la de papel higiénico. "La estabilidad que nos proporciona este acuerdo a 5 años y la inversión en una nueva fábrica en Carmona (Sevilla) demuestra nuestro compromiso con el mercado español", dijo Javier de la Mora, director general de Iberia & Italia.

Así, se mostró "convencido de que con la importante inversión en publicidad para apuntalar la nueva imagen de Colhogar, nuestra marca encontrará su lugar en el hogar como marca de confianza en las categorías de papel higiénico y rollo de cocina".

La planta ubicada en Allo, que inició su actividad en el año 1974 como parte del grupo papelero Sarrio S.A, es a día de hoy una de las mayores fábricas de papel tisú en España y uno de los principales centros productivos de la compañía Georgia-Pacific en Europa.

Con sede en Atlanta (Estados Unidos), Georgia-Pacific es uno de los líderes mundiales en la fabricación y comercialización de productos de tisú, packaging, papel, productos para la construcción, celulosa y químicos relacionados. La compañía emplea aproximadamente 45.000 personas en más de 300 centros. Sus marcas de productos de gran consumo en Europa incluyen Colhogar, Lotus, Delica, Tenderly, Nouvelle y Demak'Up.

The Cleveland Indians are looking to bounce back from an awful 2009 season in which they went 65-97 and finished dead last in the AL Central. The worst season led by Eric Wedge since he took over the team back in 2003 when they were 68-94. The poor 2009 performance led to Wedge being fired during the offseason. He was replaced by Manny Acta.

Acta has not managed a great team, but this year can be different. He spent three years managing the Washington Nationals and his best record was 73-89 in 2007, his first year with the club. His worst came the year after when he went 59-102 and by 2009 he was fired midseason.

The Indians have a young, Cliff Lee-less, pitching rotation this year with long-time Indian Jake Westbrook leading the staff after an injury ridden 2009 season.

Around the diamond, the Indians replaced Ryan Garko, who departed for Seattle, with Russell Branyan. Shin-Soo Choo is serving in the Korean army and may not play this season, and Matt LaPorta is not a definite start at first or in the outfield.

The Indians also have outfielder Michael Brantley who is an up and coming prospect within the organization. He is also challenging for the outfield spot with Matt LaPorta.

Grady Sizemore will bring back his power to the lineup after only playing 106 games and hitting 18 homers with 64 RBI. Travis Hafner also returns and will need to step it up after only playing 94 games last season.

It seems to me that the Indians have a crowded depth chart with multiple people who can play multiple positions. Will it work out in the long-run? It just might, now that Minnesota might lose a big part of their bullpen and the division is usually wide open. Bascially, everyone needs to be healthy for them to capture a division title.

It's been a long time since I've updated the blog but I have added a few new features including a Twitter page (see top of blog)!

Let's take a look at what has been a quiet offseason for the Cleveland Indians:

I'm a fan of the Russell Branyan move. There is no sense in rushing LaPorta's progress and him learning from a veteran power hitter like Branyan is a major plus.

The Shoppach trade was necessary to pave the way for more talented youngsters Lou Marson and (later down the road) Carlos Santana. Unless Andy Marte pans out (don't hurt yourselves laughing), the Coco Crisp trade officially becomes a bust for both teams.

And last, but far from least, is the Manny Acta hire. I think this was a great move! I'll admit I was asking myself "who is this washout from the Nationals" but Manny has grown on me to the point where I have actually become quite excited about the 2010 season. Acta's youth, energy and ability to relate with our Latin players will all be plusses. It's too early to tell what his assistants will do for the club, but any fresh faces are a relief from Carl Willis and Derek Shelton.

TORRELAVEGA, 8 (EUROPA PRESS)

El portavoz del PRC en el Ayuntamiento de Torrelavega, Pedro García Carmona, aseguró hoy que el mantenimiento de los puestos de trabajo de Papelera del Besaya es "irrenunciable" y exigió la implicación de todas las partes para encontrar una solución de futuro a la fábrica.

En un comunicado, García Carmona subrayó que el Gobierno regional "no debe olvidar" el compromiso adquirido con los trabajadores y se mostró convencido de que el Ejecutivo "hará todo lo posible" para que se haga efectivo el principio de acuerdo alcanzado entre Sniace y Papelera del Besaya en enero.

Según recordó, en virtud de dicho acuerdo la empresa química compraría los activos de la papelera y garantizaría la viabilidad de ésta y de sus empleados. También se incluía un convenio de financiación a través del Instituto Cántabro de Finanzas.

El portavoz regionalista reconoció que la confirmación de que la deuda de Papelera es muy superior a la inicialmente prevista (28,5 millones de euros) es un "obstáculo sobrevenido" para la viabilidad de dicho acuerdo.

No obstante, cree que se puede encontrar una solución. "Si todos, empresas y Administración, nos implicamos y ponemos de nuestra parte, podemos encontrar la forma de garantizar el futuro de esta empresa y de sus puestos de trabajo", afirmó.

En su opinión, Torrelavega "no puede permitirse el lujo de ver cómo cierra otra empresa" y, por ello, destacó que desde el Grupo Municipal Regionalista harán todo lo que esté "en su mano" para evitar que el miércoles la dirección de Papelera del Besaya presente el concurso de acreedores.

Por último, el PRC trasladó su apoyo a los trabajadores, que desde el pasado sábado permanecen encerrados en las instalaciones de la factoría como medida de presión para que la empresa continúe su actividad y se mantengan los puestos de trabajo.

Fully in the throes of Spring Training with baseball on TV and in the air, it’s finally time to talk about some of the PERFORMANCES and not just the projections associated with the upcoming 2010 season. So, with that in mind (and my brother-in-law on his way over to rip out carpet), let’s get it going on a Sunday that will be anything but Lazy for me:

Right off of the top, while the pickings are slim in terms of legitimate clues as to what the regular season holds from what is seen under the Arizona sun, Andrew Humphries of LGT has a list of things to watch in Spring Training. In the piece, most of Andrew’s focus goes (not surprisingly) to the pitchers and what to expect from the likes of Masterson, Huff, Carrasco, and Carmona and whether anything can be gleaned from their performance in Goodyear, or even just one aspect of their performance. Regardless of whether any of the numbers in Spring mean anything, if you really want to make the attempt to wade through box scores to see what it means for 2010, the list put together at LGT is where my eyes will go when it’s all said and done.

In fact, I’d say that the list put together – which casts an eye to Carmona’s K/BB, Carrasco’s H/9, Huff’s K/9, Masterson’s splits, and the power from LaPorta and Peralta (the only two RH potential power bats in the lineup) – would be what should be watched all season long, and not just in Spring Training as those six components of the team are going to determine how quickly this reload is going to take or how far away this team is from legitimately contending.

Since a part of the aforementioned piece relates to Fausto Carmona and what can legitimately be expected from him, is there a player that’s more emblematic of where this team has gone in the last 3 years?
Dominant in 2007, with a future that looked so endless and bright…
Injured and ineffective in 2008, with hopes tempered but still relatively high…
A train wreck in 2009 – with memories of a bright future being just that, memories…

Am I wrong to assert that those three descriptions sum up both Carmona and the Indians of the last three years?

As Carmona has gone, so have the Indians and at a time when “hope” is the buzzword of the Spring and because of where Carmona now finds himself, somewhere between frustrating and depressing. However, most forget that back in 2007, Carmona posted the 4th best season statistically (as measured by VORP) of any and all pitchers in MLB. All this at the tender age of 23 and with a sinking fastball that made Torii Hunter think that he was hung-over. The world was at Carmona’s feet as he endeared himself to Tribe fans during the “Bug Game” and looked to be the reason that the inevitable loss of Sabathia wouldn’t hurt the team too much as the front-of-the-rotation starter role looked to be Carmona’s for the foreseeable future.

Since that time (and even before it), Carmona has been on a roller-coaster ride since he was promoted to the team in 2006, starting with his time as a dominant set-up man in his rookie year from the time when he went from a swing man to his ill-fated stint as closer and from his dominance at the top of the rotation to attempting to right himself on the fields of Goodyear during the 2009 season:
Carmona – The Set-Up Man (2006)
1.07 ERA, 1.18 WHIP, 8.75 K/9, 3.43 K/BB in 24 2/3 IP

Carmona – The Gas Can (2006)
16.39 ERA, 3.00 WHIP, 8.67 K/9, 1.28 K/BB in 9 1/3 IP

Carmona – The Ace-in-Waiting (2007)
3.06 ERA, 1.20 WHIP, 5.7 K/9, 2.25 K/BB in 215 IP

Carmona – The Enigma Wrapped in a Riddle (2008-2009)
5.89 ERA, 1.70 WHIP, 5.0 K/9, 0.98 K/BB in 246 IP

What happened here?
How did Carmona, who so famously pulled himself out of the closer-induced abyss of 2006 to become a bona-fide top-of-the-rotation fall off the cliff again so quickly?

Could it really be something as simple as moving to the other side of the rubber, as that suggestion has been this Spring made in an attempt to make him more effective against LHP?

If you look at the numbers above, Carmona’s effectiveness seems to be dictated by his ability to limit free passes and, while that’s no great revelation, take a look at Carmona’s K and BB throughout the Minors prior to being called up in 2006:
2005 – 173 2/3 IP, 106 K, 35 BB
2004 – 163 IP, 122 K, 44 BB
2003 – 154 1/3 IP, 86 K, 14 BB

2005 – 5.5 K/9, 1.8 BB/9, 3.03 K/BB
2004 – 6.7 K/9, 2.4 BB/9, 2.77 K/BB
2003 – 5.0 K/9, 0.8 BB/9, 6.14 K/BB

The K rates always remained fairly steady (and fall in line with what he put forth in MLB from 2007 to 2009), but the sudden increase in walks since the 2007 have absolutely crushed Carmona’s effectiveness. So the question becomes, how does a guy who walked 93 batters in 491 innings in the Minors from 2003 to 2005 (1.70 BB/9) and walked 92 batters in 289 2/3 innings in the Majors from 2006 to 2007 (2.86 BB/9) suddenly turn into the pitcher that we’ve seen for the last two years, who has walked 140 hitters in 246 innings (5.12 BB/9)?

Rather than simply chalking up his 2007 season as an aberration (which it very well could be), the thing that stands out to me is that Carmona’s 2007 season falls in line with what he did in the Minors and only SINCE that 2007 season has the train come completely off of the tracks.

With that in mind, let me point something out – in the Indians’ 2006 Media Guide, a 22-year-old Fausto Carmona’s listed weight was 190 lbs. In his breakout 2007 season, he was listed at 220 lbs. and has been listed as 230 from 2008 to how it appears on the Indians’ official site today. Seeing as how CC Sabathia’s listed weight never went above 290 in the media guides despite his obviously growing girth, the listed weights often can be taken as “ballpark figures”, particularly for MLB players with weight issues. Which is why Carmona’s listed weight in 2006, when he was simply thought of as a “depth starter” in AAA, or in 2007 when the Indians famously pointed out that Carmona had put on weight because he had received some long-overdue dental work, is so interesting in that the listed weights in 2006 and 2007 needed no ceiling because there was no interest in that number.

However, since the 2008 season, he’s always been listed at 230 despite coming to camp last year with what Castrovince recently referred to as a “spare tire” (to put it charitably). Now, if Carmona’s put on weight (reported or unreported), don’t you think that it would have some effect on his mechanics?

I’m not a doctor, nor do I even play one on TV, but remember the hip injury that derailed Carmona’s 2008 season and led to the domino effect of CC going to Milwaukee? Have we ever considered that Carmona’s “evolving” body type has forced him to change his mechanics or that it even affected his delivery back in 2008, which led to the hip injury? If NBC can put multiple bobsleds or downhill skiers on the screen at the same time to examine how the two compare, isn’t it about time to see how Carmona’s mechanics look now compared to 2007 and even in the Minors?

Obviously, this has likely been done (or at least I hope it has), but maybe the mechanical problems that Carmona hasn’t been able to rectify have to do with the fact that Carmona CANNOT get back to the repeated delivery that provided him his greatest success in 2007 because his body is not the same as it was in 2007 (or previously) and the Indians are left attempting to modify Carmona’s delivery in the context of his current body.

Essentially, the Fausto Carmona that blazed through the minor-league ranks and flat-out dominated the AL in 2007 hasn’t toed the rubber for the Indians for the last two years. Why that is remains anyone’s guess, but the Indians still owe Carmona $11M over the next two years in guaranteed money on a deal that looked like an absolute heist when it was signed back before the 2008 season.

It’s been said before, but it bears repeating – as Carmona has gone the last three years, as have the fortunes of the Tribe over those three years. While it’s fun to argue over the back-end of the rotation and who fills the last couple of slots in the pitching staff or on the position player side, a trim, healthy Carmona goes a long way to making the 2010 Indians less of a mystery and would be the best “building block” or point of developmental progress that could come out of the 2010 season, given that the Indians do hold club options for him through the 2014 season.

At one time, Carmona looked like the pillar of the pitching staff of the present and of the future. Today, the Indians (in dire need of legitimate, internal top-of-the-rotation options above Kinston) are hoping to raise that pillar once again, regardless of how unlikely it seems.

By the same token, as much attention is being paid to the young hitters in the Indians’ lineup and how the team looks to be a potential offensive juggernaut, the one piece of the lineup that (like Carmona) was thought to the foundation of the lineup in the present and the future remains clouded in uncertainty as Travis Hafner attempts to re-capture the success that has eluded him for far too long now.

According to most reports, Hafner is completely recovered from his shoulder injury (and let me pause as I recount how many times I’ve believed that to be the case in the past) and is looking to get back to Pronkian levels that he hasn’t approached in recent memory. Like Carmona, most people today forget how truly dominant Hafner was over a 4-year stretch that ended with the close of the 2007 season, a period of time over which he posted these cumulative numbers:
.296 BA / .410 OBP / .567 SLG / .976 OPS while averaging 35 2B and 32 HR a season

His 156 OPS+ in that stretch put him in some pretty rarified air among MLB sluggers who amassed 2,000 plate appearances or more in those four years as he posted the third highest OPS+ in that timeframe in MLB (with Victor coming in at #28 and Grady coming in at #31). Seeing as how Hafner was the 2nd youngest on that list among the top 7 (with Pujols younger and Big Papi, A-Rod, Berkman, Vlad, and Manny all older than Hafner at the time), his fall of the cliff has been preposterously fast.

The reasons for the drop-off can be debated and debated again, but since the start of the 2008 season, Hafner’s posted an OPS+ of 101 (MLB average is 100) in just over 600 plate appearances. For a player that was once among the most feared hitters in MLB (for 4 years no less), his contributions of league average production have contributed greatly to the Indians’ struggles of the past two years.

Whether Hafner is truly healthy or whether that 4-year stretch, during with Pronk was a menace in the AL, will simply represent a peak never to be climbed again could start to find answers in the 2010 season. Like Carmona, Hafner was thought to be the anchor in the middle of the lineup to keep the Indians in contention for years to come after 2007. Instead (again, like Carmona), he’s been an anchor of a different kind, weighing the team down with his lack of production and the team’s financial commitment to him.

While many eyes are watching Carlos Santana and Hector Rondon and Chris Perez and the other players that many people think can be significant contributors to the next incarnation of a contender in Cleveland, it’s easy to forget that the ghosts of the last contender (of just 3 years ago) remain on the team in the personages of Carmona and Hafner. A return to form by either or both (which shouldn’t be counted on any more than a sudden break-out from one of the youngsters) would lessen the pain and length of the rebuilding process that the Indians find themselves in the midst of once more.

Since Spring is the time that hope is permitted to spring eternally, maybe one final last hope should go into those two players, or the team is looking simply at the hope that the youngsters develop while the players who were thought to be the bridge fall deeper and deeper into disrepair.

Speaking of the youngsters that the Indians hope to develop, everyone should obviously be going out and purchasing Tony Lastoria’s Prospect book (and here’s how you can get it, if you take a look at the top bar and the sidebars of this link, which provides some handy-dandy “options remaining” information) to learn more than you would ever need to know about some of the Indians’ prospects.

What’s interesting to me at this time of year is when some of the national prospect lists emerge as it starts to put the names that we’ve heard about and read about for a couple of years now into the greater context of MLB. Some of the lists have already come out; most of them listing the top Indians’ prospects just as Kevin Goldstein of Baseball Prospectus does in his recently published listing:
8) Carlos Santana
43) Lonnie Chisenhall
77) Alex White
82) Jason Knapp
91) Nick Hagadone

On Goldstein’s list, the Indians tied for 2nd on the list with 5 prospects (the Rays had 7 and the Angels, Royals, and Twins also had 5), which isn’t surprising given the trades of the last year, but even more interesting is the list from Matt Hagen at The Hardball Times, who lists these Tribe prospects (with applicable comments on each) among his top 200:
7) Carlos Santana - One of the Top 10 prospects in all of baseball, Santana brings solid defense to the catcher position and the type of power bat and middle-of-the-order mentality that could make Cleveland fans quickly forget about Victor Martinez.

17) Hector Rondon - Rondon's electric four-pitch arsenal is the envy of minor league baseball, but his tendency to lose focus and leave pitches up and over the plate will need to be remedied if he is going to succeed against major league hitting. His questionable endurance could be to blame in late innings. He is very good, but not a perfect prospect.

41) Lonnie Chisenhall - Sporting the swing and approach of a true professional hitter, Chisenhall impressed in 2009. He has a developing blend of power, patience, and contact skills that make me think he has a good chance to be an above average major league third baseman. An All-Star, though, may be stretching it.

46) Jason Knapp - Knapp has the ceiling of an ace, and the work ethic and smarts to get to that point. His high-90s fastball is his meal ticket, but the rest of his game lags behind. Watch for his secondary stuff to take a step forward in 2010.

55) Alex White - White is expected to make an immediate farm system impact in 2010. His tremendous repertoire will keep hitters off-balance from the get go, but Cleveland will surely be keeping an eye on his mechanics and control.

119) Michael Brantley
134) Alexander Perez

Yes, that’s Hector Rondon at #17 on Hagan’s list whereas Rondon doesn’t even appear on Goldstein’s top 100. While I attempt to rein in my excitement about Hagen’s comments about Rondon, let me link something that SI.com’s Jon Heymann passed along from scouts who have watched the Indians’ (now nearly) unquestioned top 2 prospects, The Chiz and Santana:
• One scout said of Indians third base prospect Lonnie Chisenhall, “He's going to be a star. He's a bad---.” (He meant that in a good way.) The scout said he sees him as the next George Brett but didn’t wish to put Brett's name between quotes in a comparison because Brett “did get 3,000 hits.”
• The scout also said Indians catching prospect Carlos Santana is “another Victor Martinez.”

In case you didn’t notice (and I bet you did), the only name that appears on either list that came over in the CP Lee is the 19-year-old Jason Knapp. Just as a quick aside, and just to point out a quick example of how subjective these lists are (and to bring in two non-Indians names who you may be familiar with because of the CP Lee/Halladay deals), The Hardball Times lists Kyle Drabek and Michael Taylor as their 62nd and 63rd best prospects, whereas Baseball Prospectus has Drabek rated #16 in MLB and Taylor as #20 in MLB entering the season.

Back to the players that came over for Lee from Philly, there was an interesting piece in the Philadelphia Daily News about Marson, Carrasco, Donald, and Knapp with quotes from Antonetti peppered throughout. Most of the quotes are of the ilk that we’ve seen for years, saying nothing while talking, but since I haven’t seen these specific on-the-record quotes, here are Antonetti’s “thoughts” on all four.

On Marson:
“Lou’s coming into camp with an opportunity to be our starting catcher,” said assistant general manager Chris Antonetti. “He did have some exposure at the major league level with us last year for a more extended period than he’d had in the past and we saw some good things. We were encouraged by some of the things he’s done both at Triple A with us and in a short time at the major league level.”

On Carrasco:
“We’re very encouraged by what we saw developmentally with him last year when he came over and pitched for us in Columbus. He pitched deep into games a number of different times and showed some really good stuff.”
Antonetti said the team wasn't turned off by Carrasco’s struggles after he was called up.
“It’s very difficult to make the transition from Triple A to the major league level, especially on the pitching side,” he said. “Carlos needs to do some of the things that made him very successful in the minor leagues. Commanding his fastball to both sides of the plate, working down in the strike zone, mixing in his secondary pitches. I think as part of the transition for a younger pitcher, he’ll eventually make that transition successfully.”

On Donald:
“Unfortunately, after we got him last year he had some back tightness that’s been fully resolved,” Antonetti said. “He's 100 percent now. He’s coming into camp with the opportunity to potentially make the club as a utility guy, but we have to weigh the benefits of that and him fitting on the major league team in a part-time role vs. playing every day because last year he only had 250 plate appearances.
“But in a brief time with us and consistent with our scouting reports he made a very favorable impression on everybody. Staff and teammates. By the way he carries himself and the way he approaches the game. His toughness. It’s been fun to watch.”

On Knapp:
“He’ll come into spring training on the minor league side and continue his rehabilitation and we’re hopeful he’ll get back on the mound this year in a competitive setting,” Antonetti said. “He won’t be ready going into the season. He’ll be behind. How much behind, we’ll get a much better sense when he gets into camp.”

In case you were wondering about ol’ CP Lee up in the Pacific Northwest, SI.com’s Jon Heyman has a piece about how the M’s would love to lock up Lee. Call me overly suspicious, but if you don’t see that Lee as a Free Agent after this year would coincide with him taking Andy Pettite’s spot in the rotation next year in the Bronx…you’re not looking hard enough.

Moving on from prospect and from Clifton Phifer, there’s a terrific analytical piece on batting orders, that site friend Jon Steiner wrote for WFNY penned (don’t let the byline confuse you), as it pertains to idea that Russell Branyan will ostensibly be taking the spot of Mike Brantley (at least to start the year), using CHONE Projections and Baseball Musings’ Lineup Analysis tool to assert the following conclusion:
Best case scenario with Brantley in the game? 5.171 runs per game. Best with Branyan? 5.257 runs per game. That’s comes out to 14 more runs over the course of a season with Branyan over Brantley—or an extra win or two over the course of a season. An added bonus? Playing Branyan for a year keeps Brantley’s arbitration clock from ticking! This way, we get an extra year of club-control for Brantley, while only paying Branyan $2 million.

Moving to the other end of the spectrum of analysis, we have Tim Marchman’s piece from SI.com that ranks the current GM’s that you’ve likely seen at some point by now. While most of the local coverage has centered on Marchman’s ranking of Mark Shapiro as the 22nd rated GM in baseball, what stands out to me is the process (or rather, lack thereof) that he comes to his rankings. Marchman himself states that “there isn't any good, objective way to rate general managers” and that “the best way to judge general managers might be to measure their wins against their payroll”. He then diverts from that path and makes up his own (by his own admission “subjective”) criteria of success, not doing “stupid things”, efficiency, and tenure to come to his rankings which seem more wildly subjective than probably he intended.

The most noteworthy thing to me about Marchman’s “exercise” is that Shawn Hoffman of Baseball Prospectus did an analysis based on what Marchman even states as the “best way to judge general managers…to measure their wins against their payroll”, as Hoffman quantified how well each GM spent the money made available to him by ownership, more accurately defining who had done the best job as a GM, with Marchman’s created criteria (or the sense that you get from the Marchman piece of “what have you done for me lately”…like Andy MacPhail of the Orioles coming in at #12 probably because of his off-season, despite his Baltimore teams finishing with 93, 93, and 98 losses since his arrival) not getting in the way. Hoffman even posted the results of his analysis for all of the GM’s of the 1990s and 2000s that quantified how he got to his conclusions, something Marchman either does not engage in or simply doesn’t explain.

Ultimately, each person’s individual feelings on these “GM rankings” are going to dictate whether you think that Marchman was spot-on in his evisceration of Shapiro as a GM or if the performance of the Indians over the last few years falls more in line with what Bill James stated in his recently published Gold Mine 2010 (via CastroTurf) as he opined thusly:
In my many years as a baseball fan, I’ve rarely seen things go bad for an organization, through no fault of their own, the way they have gone bad for the Indians. Two years ago, the Indians appeared ready take on the world. Two years later, with CC Sabathia and Cliff Lee long gone, Victor Martinez gone, Carmona having imploded, and even Grady Sizemore not playing as well, they’ve been pushed down to near the back of the line. I’ve never really seen anything like it.

Again, pre-existing feelings on the Indians’ Front Office will determine which camp you reside in when it comes to evaluating the effectiveness of the Indians in terms of building a team. As Spring Training continues, while most of the attention will be paid to the back end of the rotation and the last couple of spots in the bullpen, the performances of the players thought to be the bedrocks that took the Indians into the land of consistent contention (something that obviously didn’t happen) could provide a greater clue as to how quickly (or slowly) the next “window of contention” opens.

El Grupo Popular en el Parlamento de Andalucía presentara una pregunta al consejero de Vivienda y Ordenación del Territorio de la Junta de Andalucía, Juan Espadas, para conocer el estado de las urbanizaciones ilegales de la provincia de Sevilla, alarmando sobre la preocupante situación que padecen 52 urbanizaciones ilegales de Carmona.

En un comunicado, los populares informaron de que la parlamentaria del PP por Sevilla Alicia Martínez ha mantenido un encuentro en el Parlamento con el portavoz del Partido Popular en Carmona, Juan Avila, y representantes de la Asociación de Urbanizaciones de Carmona (Asocurca), que le han trasladado la situación de "desamparo" y "abandono" en la que se encuentran 52 urbanizaciones irregulares del municipio.

Según Martínez, "en estos momentos el municipio de Carmona tiene una población censada de 28.000 habitantes, pero sin embargo se habla de una población entre 20.000 y 30.000, casi el doble que la censada, que viven en 52 urbanizaciones ilegales pero que no están censados porque, entre otras muchas causas, no existen servicios públicos para cubrir sus demandas".

"Se trata de miles de sevillanos que no tienen ambulatorio ni transporte y ni siquiera infraestructuras básicas como agua, telefonía o saneamiento, pero que sin embargo si han recibido del Ayuntamiento licencias municipales y pagan los mismos impuestos que el resto de los carmonenses", criticó.

Expuso que la urbanización de Las Monjas, con 187 viviendas, es "la punta de lanza del municipio, que lleva mucho tiempo luchando por un derecho básico como es el abastecimiento de agua que está generando problemas incluso de salubridad pública al tener que abastecerse de pozos afectados de barro de las inundaciones". "Sin embargo, el Ayuntamiento y la Junta les niegan este derecho, aunque les cobran la contribución urbana", agregó.

Martinez aseguró las inundaciones producidas en los últimos días en varias urbanizaciones del municipio como consecuencia del desbordamiento de los arroyos Santiche y Buena Esperanza, además de las producidas en el resto de la provincia, han puesto en evidencia la gestión de la Junta durante años al "permitir de manera irresponsable que se construyan viviendas en zonas inundables".

"Lamentablemente, Sevilla es la provincia con un mayor índice de urbanizaciones ilegales tiene de Andalucía y cuya regularización debe ser una prioridad para el ejecutivo andaluz, y desde el PP apostamos por que se utilice el sentido común y se legalice el máximo número de viviendas posibles, excluyendo aquellas que por cuya situación sea imposible regularizar", recalcó.

La parlamentaria popular aseveró que ante esta situación, el Grupo Popular presentará una pregunta oral al consejero en la Comisión de Vivienda y Ordenación del Territorio para que informe sobre la situación en la que se encuentra el estudio de diagnóstico, "que supuestamente está llevando a cabo la Junta de Andalucía pero del que hasta el momento no tenemos ninguna información, así como que nos informe de cómo está funcionando el plan de inspección vigente".

"En la mayor parte de los casos son urbanizaciones de hace 30 años que se hicieron con la aprobación de la Comisión Provincial de Urbanismo de Sevilla, como parcelas de recreo, pero el paso del tiempo ha conformado necesidades nuevas", dijo la parlamentaria popular, que añadió que "desde hace diez años los vecinos han invertido mucho dinero para ajustarse a las nuevas leyes, pero siempre hay una nueva ley y nunca acaban".

These aren't the Cleveland Indians from a few years ago. This team has been gutted by trades, from Cy Young winners C.C. Sabathia and Cliff Lee to dealing Victor Martinez to the Boston Red Sox. The 2010 edition of the Cleveland Indians will be very young and not very deep.

Pitching

Lee threw 22 games for the Indians last year before being traded to the Philadelphia Phillies, and if you take away his efforts, then this team had a 5.75 ERA. Overall they were second-to-last in the majors with a 5.06 team ERA, so this year things could get ugly on the mound.

Fausto Carmona is the team's top hurler, but after posting ERAs of 5.44 and 6.32 the last two seasons, fans can't be excited about that. Justin Masterson, who came over from Boston in the Martinez trade, and Aaron Laffey will be two young arms this team is counting on to eat up innings.

Jake Westbrook missed last season coming back from Tommy John surgery, but how effective will he be now? The No. 5 starter is slotted to be David Huff, but his ERA was 5.61 in 2009. When it comes to the bullpen a lead does not guarantee a win. Kerry Wood, Chris Perez, and Rafael Perez are going to have to do a better job of locking down close games if this team wants to move up the standings.

Lineup

The Indians won't be scaring opposing pitchers this year either. Instead of veterans like Martinez or Kelly Shopach behind the plate, you'll find inexperience. The infield is composed of Russell Branyan, Luis Valbuena, Jhonny Peralta, and Asdrubal Cabrera.

Branyan displayed some power a year ago but hit .251. Cabrera hit over .300 but hit just six home runs. Travis Hafner is one of those guys who you have to wonder about performance enhancing drugs with, due to the steep dropoff and injuries he's sustained the past couple of years.

Out in the outfield there are a couple of players I like, with Grady Sizmore poised for a bounce back year and Shin-Soo Choo an under the radar star who hit over .300 with 20 home runs. Matt LaPorta will be given his shot out in left.

Prediction

The latest baseball odds show this team predicted at 74.5 wins. With my detailed 2010 Cleveland Indians predictions I forecasted the team to fall short of that number. I think this team wins short of 70 games in 2010, so you won't find me taking them with very many of my baseball picks .

While the Indians are still getting ready to play a game against a team that also doesn’t have “Cleveland” across the chest, news from Goodyear is slow. There’s the bit of info that Carmona moving to the other side of the pitching rubber which, if turns him back into Fausto v.2007, could be the biggest and best news for Indians’ fans since CC was traded, and there are the usual “he looks good”, “he’s in the best shape of his life”, and “this young guy could make some waves this season” pieces…but all in all, it’s been largely uneventful.

In light of that, I thought it would be interesting to pass along a piece that Baseball America recently posted concerning the issues of competitive balance and revenue sharing in MLB, a topic that I took some time to touch on this off-season, proposing what I saw as a suitable proposal to address both. Seeing as how the upcoming Indians’ season is being anticipated with either dread or apathy by most, going through the piece might put where the club sits today in Arizona (at the beginning stages of another rebuild) into the proper perspective.

While this is meant to shed some light on a particular aspect of the piece, I would encourage everyone to take the time to read the entire missive as it does a tremendous job of explaining where the revenue-sharing money comes from (it comes from two places) as well as outlining the issues that nearly every team (regardless of where they fit on the food chain) seem to have with the current arrangement.

The most interesting portion of the piece as it relates to the Indians however, was that the MLB went on the record as to how they felt the revenue-sharing money should be spent by those receiving checks not only from the Central Fund, but also from the high-revenue clubs. In the process of articulating their opinion as to how revenue sharing is supposed to work this little beauty was uncorked from Rob Manfred, the MLB’s Executive Vice President of Labor Relations:
“Overall, the Commissioner’s view is that revenue-sharing recipients have made appropriate use of revenue-sharing proceeds over a very long period…Clubs at low-revenue spectrum have always gone through cycles when they develop with less expensive young talent, in a way like Tampa Bay did, that moves them along to field a very competitive team. When you’re at that low-revenue period, you’re still going to be getting your revenue-sharing. Clubs can then position themselves for a much higher player payroll when that roster matures, and one of the ways you may decide to position yourself is reduce your debt load so that you don't have to pay debt when your roster then matures.”

Read that again and realize that this passed through the lips of the MLB’s Executive Vice President of Labor Relations – that the system in place currently perpetuates a vicious cycle for low-revenue teams, starting with said low-revenue teams developing young, less expensive talent in an attempt to field a “very competitive team”. Once that young, less-expensive talent matures, The Commissioner’s solution for this is to have contributed the revenue-sharing money throughout the cycle to afford them the opportunity to and to “position” the team for a “much higher payroll” when that roster “matures”.

Anybody know where I can find a real-world application of this?

See the slow ramp-up in payroll as the talent that was once “less-expensive” starts to mature?

Now that the team finds itself at Square 1 (or maybe 2 depending upon where you sit), remember how the team is shedding payroll and attempting to minimize all future financial commitments to clear the decks for what is hoped to be the next contending team?

This is how MLB has DESIGNED “low-revenue” teams to compete, in this cyclical attempt to catch lightning in a bottle manner, up against the “haves” in the marketplace. Essentially, the design of it is exactly how we saw the last 5 to 6 years play out in Cleveland as the team assembles a group of young talent in the hopes that it will mature into a contender, with the further hope that the contending team can win the World Series before the whole “tear down/rebuild” has to start again.

Unfortunately, this is how it works for the majority of the teams in MLB as Brown points out that from 2000 to 2009, “of the 23 clubs that made the playoffs, the top nine in payroll made 58 percent of the postseason appearances.” Yes, the 9 teams that had the highest payrolls in the decade (Yankees, Red Sox, Mets, Dodgers, Braves, Cubs, Angels, Phillies, and Cardinals) accounted for 46 postseason appearances, while the other 21 teams in the league accounted for 34 postseason appearances* from 2000 to 2009. And somehow, MLB is pointing to this as evidence that revenue sharing is working.
*It should be noted that the Indians had two postseason appearances and came in with the 13th highest payroll of the decade in MLB.

The idea is that every team will get a chance to make the post-season, just not that every team will get a chance to make the post-season year after year. That opportunity for perennial contention is only afforded to the teams that can…well, afford it.

We’ve seen it here in Cleveland that if mistakes are made as those payrolls ramp up or injuries or regressions occur to the players that are chosen to extend that “window of contention”, the whole thing starts over again in earnest. Seeing both Hafner and Westbrook on the 2010 serve as a reminder to that, in that the Indians did commit large dollars to players that they felt would be able to carry them from one window of contention to another and the failure of either to live up to pre-contract performance undermined the idea that perennial contention was anything more than a wing and a prayer.

As the Indians enter the 2010 season attempting to climb back up that mountain that battered them so badly on their way down over the last two seasons.

The AL Central needed 103 games before it was determined the past two years. In 2008, the White Sox won the one game playoff with a stellar outing from John Danks. Last year, the Twins beat the Tigers to win the AL Central and pull off an amazing run to win the AL Central.

I'm not sure if we will a see a three-peat of one-game playoffs but I am sure that we will see another amazing race that will come down to the wire in 2010. The AL Central is a very exciting division and it shouldn't disappoint this year.

Projected Rankings

1.) Minnesota Twins

The Minnesota Twins are currently a very proud organization. They have a fantastic core of players, highlighted by Justin Morneau and Joe Mauer. Both of those players are significantly talented and young. The Twins are also opening up their beautiful new ballpark, Target Field, this year.

Twins fans have every right to be excited about the upcoming season. The Twins have a very well rounded team. If their pitching can pan out, then they will be extremely tough to beat.

They have a young pitching rotation with plenty of question marks. I think that their rotation will produce, though. All the pitchers have solid stuff, and Joe Mauer behind the plate will help each and every one of them.

The most interesting pitcher for the Twins is going to be Francisco Liriano. Liriano has had an up and down career. He has tremendous stuff but it seems that he isn't consistent enough to be an ace.

If he can fix himself, then he will be a fantastic ace for the Twins. Liriano performed fantastically in the Caribbean Series this winter. He played for a Dominican Republic team and tossed a lot of gems.

The Twins batting is fantastic. Whenever Joe Mauer is your number three hitter, you have a pretty good lineup. Mauer isn't the only great hitter on the Twins: Morneau, Michael Cuddyer, Denard Span, Delmon Young, JJ Hardy, and newcomer Orlando Hudson all have tremendous hitting upside.

The Twins also added Jim Thome this offseason to be their DH. Thome still has his freakish power and will hit plenty of dingers in Target Field's inaugural season. If all of the people in the Twins lineup perform to at least fifty percent of their abilities the Twins should be fine. The Twins hitting should be fun to watch in 2010.

The Twins bullpen is also a big plus. Joe Nathan and Pat Neshek have the ability to cut all of the Twins games to seven innings.

The AL Central is a talented division, but I just can't see the Twins placing anywhere other than first. They have a fantastic team, period.

Key Pitcher: Francisco Liriano

2.) Chicago White Sox

Ever since the White Sox acquired Jake Peavy, they seemed like a different team. Peavy and Mark Buehrle give the ChiSox a very nice one-two punch. The other three pitchers behind Peavy and Buehrle are also not too bad: Gavin Floyd, John Danks, and Freddy Garcia all have a lot of talent.

If those three guys can put up some decent numbers, then the White Sox rotation should be fine.

The White Sox have all-or-nothing hitting. They have so many guys who can either do really bad or really good. Alex Rios will be a huge asset to this club if he can find his old stroke. It should be interesting to see how Jun Pierre takes on his role with the White Sox.

I like Pierre a lot, but I think that he will either be really good or really bad for the White Sox. I am also excited to see how Gordan Beckham will fare in his second major league season. Beckham is now playing second base, and it should be interesting to see the transition in progress. Beckham has no ceilings, and I expect him to continue to blow away the baseball world.

The White Sox also have an abundance of big boppers in their lineup. Alexie Ramirez, Paul Konerko, and Carlos Quentin all have the ability to easily hit 20 home runs. Those guys can change the complex of any game with just one swing of the bat.

The ChiSox have a bullpen similar to the Twins. JJ Putz and Bobby Jenks will make for a nasty team in the 'pen. Those two should be very successful and close the door on many games this season.

Even though I like the White Sox a lot, I think that they will fall just short of the AL Central title in a close race with the Twins.

Key Pitcher: Mark Buehrle

Key Batter: Alex Rios

3.) Detroit Tigers

The Tigers have so much talent, but I just don't see them winning the division. The Tigers have looked fantastic on paper for the past three years, but things just haven't clicked. Last year, they looked like they will be in the playoffs, but the Twins started to play great baseball and stole the Tigers spot in what came down to a one-game playoff.

The Tigers have nice pitching; Justin Verlander is one of the best pitchers in the game and Rick Porcello has a very bright future ahead of him. Those two pitchers are talented and I expect them to put up stellar numbers, but I don't see any other sure pitchers in their rotation.

Max Scherzer, Jeremy Bonderman, and Armando Galaragga are all huge question marks for the Tigers. I can see one of those three having a decent year. but not much else. Those three guys just don't look like they can overcome their problems.

It's going to be hard to predict how they will do. What I'm trying to say is that I don't see them just putting up average numbers.

The Tigers have a very powerful lineup. Miguel Cabrera, Brandon Inge, and Magglio Ordonez can all pop plenty of long balls out of Comerica Park. Johnny Damon should also hit a decent amount and be a valuable part of the lineup.

The Tigers are most likely going to start rookie centerfielder, Austin Jackson, in order to replace Curtis Granderson. I like Jackson a lot, he has a whole lot of upside and great tools. Granderson can be a 30-30 guy and he wil be missed by the Tigers. Even though I think Jackson is going to have success in the bigs, I don't think that the Tigers are going to play well without Granderson. In the future, though, Jackson will more than make up for Granderson's loss.

I just noticed that the AL Central has a lot of great setup men and closer duos. The Tigers have Joel Zumaya setting up Jose Valverde. If Zumaya gets back to his dominant self, then the Tigers will also have the ability to lock down many games early.

The Tigers don't have a bad team, but I think that there are too many problems and question marks that might be unanswered. I don't think they are going to win the AL Central, but there will be a good amount of bright spots for them in 2010.

Key Pitcher: Jeremy Bonderman

Key Batter: Magglio Ordonez

4.) Cleveland Indians

The Cleveland Indians organization has really took a hit in the past couple of years. They went from being legitimate contenders with Cy Young winners at the helm of their starting pitching, to a team with low expectations.

Last year just didn't work out for the Tribe. They had a rough beginning, and things continued to be tough for the rest of the season. I think that the Indians are going to have another awful time this season.

The Tribe has an interesting pitching rotation. Jake Westbrook and Fausto Carmona have great stuff; Westbrook is listed as the Indians ace, but I definitely do not see him as an ace. I think that he can be solid number three starter at best.

I do think that Fausto Carmona can be an ace. He has had an up-and-down career but we know that he can be great. If he can get his stuff back, then he should act as the Tribe's ace. He could be one of the Indians bright spots this season.

The Indians lineup is just as interesting as their pitching. They are looking for guys like Grady Sizemore and Johnny Peralta to rebound and have a great season. Both of those guys saw a dramatic decrease in production last year.

Other than those two, the Indians lineup is average. They have a decent amount of speed, contact, and power, but it is not enough to compete in this division.

The Indians are also continuing the trend of solid bullpens in the AL Central. There 'pen might not be as good as some others in their division, but it is not bad. It will definitely win them some games this season.

This is not the Indians year. It's going to be tough for them to get back to how they once where, but they can do it.

Key Pitcher: Fausto Carmona

Key Batter: Grady Sizemore

5.) Kansas City Royals

The Royals have been the cellar-dwellers for some time now in the AL Central. They haven't had much to be proud of until 2009. In 2009 they saw their ace, Zack Grienke, pitch his way to an American League Cy Young.

It will be interesting to see how Grienke pitches this season. I think that he will have another great year, but there are some doubters out there.

The Royals had a very busy offseason. They didn't necessarily make any moves for big name players, but they made a lot of small moves. The Royals look like they don't know what they want to do with organization.

That is not a hit on the team, but the way that they are building the team doesn't look like they are rebuilding at all. They are taking older, above-average players, and I don't get it. Unless they're using these guys only for a season or two, then replace them with young players, I don't get it.

I think that the Royals' best recent move was getting Yuniesky Betancourt. Betancourt isn't too old and he can become a very solid hitter for the team.

Their pitching rotation is a little shaky behind Grienke. I like Luke Hochevar, though. I think that he can be a solid pitcher for the team in the years to come.

Everybody else in that rotation won't help the team in the future. Gil Meche might, but he will need to have a significant improvement this future. Another bright spot for the Royals is their closer. Joakim Soria was amazing last year. He has plenty of talent and will make the most out of his save opportunities this season.

If the Royals can get a general idea of what they want to do with the organization, then they might be up and running sooner than later.

SEVILLA, 3 (EUROPA PRESS)

La Junta de Andalucía ha iniciado la campaña de catas arqueológicas correspondientes al proyecto constructivo de la Línea 3 del metro de Sevilla (Pino Montano-Los Bermejales) en el trazado que discurre por la Ronda Histórica, según informó la Consejería de Obras Públicas y Transportes, que junto al Ayuntamiento hispalense prioriza esta línea al objeto de crear una 'cruceta' con la línea 1 a través de la cual articular por tramos la creación de la red completa de Metro.

En concreto, ya se están desarrollando los primeros trabajos relativos a la obra civil de esta actuación, que consisten en las labores de instalación de cerramientos, señalización y desvíos de tráfico previstos, así como de demolición del pavimento. En esta primera fase, se están abordando las cuatro catas arqueológicas previstas en el tramo entre La Macarena y la confluencia de la carretera de Carmona con la Ronda Histórica.

Estas primeras intervenciones se localizan en el lado derecho de la calle Muñoz León, en sentido Ronda de Capuchinos. El objetivo de estos trabajos es la detección de posibles restos constructivos de carácter urbano o residencial-agropecuario, en función de las evidencias documentadas durante las intervenciones realizadas en las murallas medievales.

CUATRO SONDEOS

Los trabajos que acaban de comenzar corresponden a la apertura de cuatro sondeos, con unas dimensiones de ocho por tres metros de planta y una profundidad máxima de dos metros. Las primeras labores consisten en la demolición de la pavimentación, así como la identificación y desvío de posibles servicios afectados (redes de saneamiento y suministro urbano).

Una vez concluidos estos primeros trabajos, que han sido autorizados por el Área de Movilidad del Ayuntamiento de Sevilla, se iniciarán las tareas de prospección arqueológica para las que se han solicitado el permiso a la Delegación Provincial de la Consejería de Cultura de la Junta de Andalucía. Las prospecciones precisarán de la excavación con entibación de la calicata y su posterior relleno, así como la reposición del pavimento una vez concluida la investigación arqueológica.

El tiempo estimado para las prospecciones es de cuatro semanas, a lo que habrá que sumar las dos intervenciones previstas en el tramo que abarca desde la confluencia de la Carretera de Carmona y la Ronda Histórica con el Prado de San Sebastián, que se abordarán con posterioridad. Esta campaña de catas arqueológicas se suma, dentro de los trabajos de redacción del proyecto de la Línea 3 del Metro de Sevilla, a los sondeos y catas geotécnicas que se realizaron entre agosto y noviembre del año pasado.

HASTA 55 SONDEOS GEOTÉCNICOS

En concreto, fueron realizados un total de 55 sondeos distribuidos en el tramo comprendido entre el Prado de San Sebastián (cruce entre las avenidas de la Borbolla y de Carlos V) y Pino Montano, comenzando en la Ronda Histórica. Los sondeos se ejecutaron a una profundidad de entre 20 y 25 metros con la finalidad de conocer las características del subsuelo, que se convierte en un requisito fundamental a la hora de proyectar cualquier tipo de infraestructura. Con los resultados obtenidos se han realizado ensayos en laboratorios para definir el perfil geotécnico del subsuelo.

A Ordem dos Advogados do Brasil (OAB) suspendeu, nesta terça-feira (2/3), a segunda fase do Exame da Ordem de 2010, após um candidato que fazia a prova em Osasco (SP) ser flagrado com respostas, antes mesmo que ela fosse distribuída. Além de suspender o exame, a OAB solicitou ao Centro de Seleção e de Promoção de Eventos (Cespe), parceiro na elaboração e aplicação das provas, e à Polícia Federal a apuração do caso.

Neste momento, o reitor em exercício da UnB, João Batista de Sousa, está reunido com representantes da OAB, do Cespe e da Polícia Federal para discutir a irregularidade. Aplicado às 13h30 de domingo (28/2), o Exame da Ordem teve a participação de 18.720 candidatos, em 155 cidades de todo o Brasil.

O papel encontrado com o aluno tinha parte das respostas de direito penal datilografada e outra parte escrita a mão, segundo informações da Agência UnB. O texto continha, inclusive, o nome de um personagem citado no exemplo de uma pergunta.

É primeira vez que o exame foi feito de maneira unificada no país. Antes, cada estado elaborava sua prova. O processo de unificação teve inicio em 2006, com a participação de 11 estados. Em 2010, todas as seccionais da OAB participaram.

No fim desta tarde, os presidentes da OAB, Ophir Cavalcante, e do Cespe, Ricardo Carmona, entregaram a denúncia do caso ao diretor-executivo da Polícia Federal, Luiz Pontel de Souza. A decisão pela anulação ou não do exame será tomada pelo Colégio de Presidentes da OAB, que se reunirá no próximo domingo.

ElPozo Murcia Turística venció nuevamente en los últimos instantes ante el Reale Cartagena para fortalecer su condición de líder de la División de Honor del fútbol sala español, que celebró este martes su vigésima jornada, en la que el Inter Movistar reaccionó a tiempo para imponerse al Marfil Santa Coloma.

En el derbi murciano, ElPozo acabó por apuntarse los tres puntos merced a la gran actuación de Vinicius, autor de un triplete y de los dos últimos tantos de su equipo. Los de Duda, que fueron inferiores durante la mayor parte del choque, apelaron a su acierto goleador para consolidarse en la primera plaza.

El Cartagena, que había apostado por un fútbol sala valiente, llegó a colocarse 3-1 en el tanteador gracias a los goles de Fabián (2) y Raúl, pero la respuesta de ElPozo --que ganó igual al Playas-- apareció a partir del minuto 30. Los de Luis Fonseca se cortocircuitaron en ataque y permitieron el triunfo visitante. ElPozo confirma su dominio una vez más.

Promotores inmobiliarios que participarán esta semana en la tercera edición de la feria de la vivienda 'Aquí Tu Casa', que se celebra del 4 al 6 de marzo en el centro comercial Nervio Plaza de Sevilla se mostraron hoy optimistas porque perciben signos de recuperación desde finales de 2009, de forma que notan un cambio de tendencia en el mercado desde el segundo semestre de 2009.

En una nota, estos promotores señalaron que ahora "es un buen momento para la compra debido al plan de incentivos puesto en marcha por la Junta de Andalucía y a las medidas fiscales vigentes".

A investigação de um assalto a residência no Lago Sul levou ontem à prisão um homem acusado de falsificação dos mais variados tipos de documentos no Distrito Federal. Segundo a Polícia Civil, o gráfico Daniel Cordeiro de Lima, 27 anos, criava carteiras de identidade, cartões de crédito, cheques, CPFs e até contracheques no próprio nome. Os documentos falsificados, que chamaram a atenção dos policiais pela perfeição, eram usados principalmente para a compra de celulares e drogas. Levantamento preliminar dá conta de rendimentos de cerca de R$ 2 mil por semana ao suspeito.

Investigadores da 10ª Delegacia de Polícia (Lago Sul) chegaram a Daniel após o roubo a uma casa no último dia 10. Na ocasião, cinco homens invadiram o local à noite e renderam uma família. Houve violência. Algumas vítimas ainda ficaram amordaçadas enquanto os ladrões recolhiam os objetos de valor. Os donos do imóvel fizeram ocorrência. E os depoimentos fizeram os agentes desconfiarem de que o assalto teria sido praticado por alguém conhecido. “Eles tinham detalhes da rotina da casa. Isso ficou evidente nas conversas durante o crime”, afirmou a delegada-chefe da 10ª DP, Selma Carmona.

Em pouco mais de uma semana, a polícia identificou possíveis suspeitos. Um deles, identificado como Galego, trabalhou por um ano na casa como marceneiro e faltou no dia seguinte ao assalto. Acabou levado para a delegacia, onde confessou a participação no roubo. Admitiu que ele, um primo e outros três moradores de Ceilândia Sul planejaram e executaram o plano. Segundo ele, Daniel teria usado o conhecimento de informática para levantar rotas de fuga para a Ceilândia. Identificou as melhores saídas e onde havia menos pardais eletrônicos.

Adulterações

A partir de então, os investigadores pediram à Justiça mandados de prisão e de busca e apreensão nas casas dos suspeitos. Ao cumprirem o de Daniel, localizaram na residência dele, na QNM 19, dezenas de documentos falsificados, que estavam escondidos em duas caixas. A maioria é de carteiras de identidade com a foto do gráfico, mas com nomes diferentes. Os policiais encontraram também espelhos de identidades de Goiás, cheques clonados, vários contracheques sem preenchimento e crachás de identificação de uma empresa extinta em Brasília.

Daniel negou à polícia qualquer participação no assalto praticado no Lago Sul, bem como no planejamento das rotas de fuga do grupo. Mas admitiu a falsificação de documentos. Revelou que cometia adulterações havia três anos. Adquiriu experiência ao trabalhar por seis anos em gráficas de Ceilândia, Taguatinga e da Asa Sul. “Ele contou que teve uma desilusão amorosa e logo começou a usar maconha e cocaína. Passou, então, a falsificar documentos e a ganhar dinheiro com isso”, afirmou a delegada.

De acordo com a polícia, o acusado usava os documentos e os cartões de crédito para comprar aparelhos de celular. Revendia os telefones e usava o dinheiro para se sustentar e comprar drogas. Daniel também mantinha em pendrives fotos e informações de possíveis vítimas. Responderá a processo por falsificação de documentos públicos e particulares (1). Os investigadores ainda aprofundam a participação dele no roubo ocorrido em fevereiro. Dois envolvidos estão presos. Galego continua solto, pois na época do interrogatório na 10ª DP, não havia sido expedido o mandado de prisão contra ele.

1 - Penalidade
As penas previstas pelos artigos 297 e 298, do Código Penal Brasileiro, alcançam no máximo 11 anos de prisão. É de seis anos o limite de detenção para falsificação de documento público, e de cinco, para adulteração de documentos particulares.

As we gear up for the 2010 baseball season, we kick off our daily, team-by-team previews with the simultaneously fallen and up-and-coming Cleveland Indians. Vegas has set their odds of winning the World Series at 200/1.

Introduction

Two years ago, the Cleveland Indians were within a game of the World Series, and now, in a new (but strangely appropriate) low, Las Vegas has given the team essentially no chance to win the World Series. Because the Indians are, according to the pre-season odds, among the most irrelevant teams in baseball, I've been tasked to lead off sbnation.com's Spring Training Preview series. But don't conflate irrelevancy with dullness, for this team has several players worth going out of your way to follow, and if the starting pitching coalesces into an competent Major League rotation, the Indians are going to be a major pain to contenders in the second half of the season.

So how did this team go from a contender in 2007 to a basket case in 2009 to the team I'm previewing here? Two major things: many of the same core players of that ALCS team either underachieved or were injured, and there wasn't the minor league depth available to help fill the missing production gaps. That, combined with impending free agency of a couple key players and the financial inability to either retain those free agents or bring in replacements led to a horrible record, and the flurry of trades in June and July, culminating with Victor Martinez and Cliff Lee being dealt before the trade deadline. Manager Eric Wedge was fired after the season, and former Nationals manager Manny Acta was brought in to replace him.

The offseason was largely quiet compared to the flurry of activity during the last three months of the season. Kelly Shoppach was dealt to Tampa for starting pitcher Mitch Talbot, and only two major-league free agents were signed: backup catcher Mark Redmond, and first baseman Russell Branyan. Last week, it was announced that GM Mark Shapiro would be promoted to team President after this season, with Assistant GM Mark Antonetti taking his place. So, in the span of one calendar year, the Indians have largely turned over their Major League roster, changed managers, and announced a GM change.

Position Players

Starters: C Lou Marson, 1B Russell Branyan, 2B Luis Valbuena, SS Asdrubal Cabrera, 3B Jhonny Peralta, LF Matt LaPorta, CF Grady Sizemore, RF Shin-Soo Choo, DH Travis Hafner

Backups: C Mark Redmond, IF Mark Grudzielanek, OF Austin Kearns, IF Andy Marte

Should Contribute: OF Michael Brantley, C Carlos Santana, 2B Jason Donald

Adding Russell Branyan and a healthy Grady Sizemore to an offense that managed a 103 OPS+ last season should give the Indians one of the better hitting attacks in the league. Lost in last year's chaos were fantastic seasons from Asdrubal Cabrera (.308/.361/.438) and Shin-Soo Choo (.300/.394/.489), both of whom have excellent all-around games. Travis Hafner, if healthy, is still a productive hitter, though I doubt he'll ever go back being the Scary Monster that terrorized AL pitching from 2004-2006.

With the addition of Branyan, Matt LaPorta will probably move to left field, which will mean Michael Brantley starts the season in AAA Columbus. Both LaPorta and Brantley were part of the CC Sabathia trade in 2008, and both should see considerable plate appearances this season. Brantley has a unique combination of skills and tools; he's an very good base stealer, but also has an excellent eye at the plate. He hasn't hit for any power in the minors or the majors though, and that could be a hindrance on an otherwise promising career.

This is an important season for Jhonny Peralta, who was finally moved to third base in 2009. His power dropped off considerably, and while a .375 slugging percentage isn't going to kill you at short, it's a major liability at third. Peralta will make $4.6M this season, and the Indians have a $7.0M club option on him for 2011, salaries that won't bother a large-market team but will concern the Indians. If he plays as poorly this season as he did last, the Indians won't pick up his option. But if he plays better, then the Indians could either trade him at the deadline (similar to the way they dealt Martinez and Lee with 1.5 seasons of team control left before free agency), or simply pick up his option. How third base prospect Lonnie Chisenhall does in the minors will also have a major effect on their decision.

The other position worth watching is catcher. Despite trading both Victor Martinez and Kelly Shoppach in the last six months, the Indians have some depth at the position. Lou Marson, acquired in the Cliff Lee trade, is the starter, but he's only keeping the position warm for top prospect Carlos Santana, who will start the season in Columbus to finish off some receiving skills.

Rotation

Projected Rotation: RHP Jake Westbrook, RHP Justin Masterson, RHP Fausto Carmona, LHP Aaron Laffey, RHP Mitch Talbot

Others: LHP David Huff, RHP Carlos Carrasco, RHP Hector Rondon, LHP Jeremy Sowers

There's some talent here, but the rotation on paper looks ugly; none of the projected rotation managed an average ERA as a starter in the Majors last season. Jake Westbrook is scheduled to start Opening Day despite not having thrown a pitch in a Major League game in almost two seasons. Fausto Carmona has outstanding stuff but in recent seasons hasn't thrown it in the strike zone, culminating in a disastrous 2009 campaign. Justin Masterson was outstanding in his last start of 2009, but prior to that struggled in his transition from reliever to starter. Aaron Laffey fell apart last September after pitching very well in the second half. And Mitch Talbot, who will most likely make the rotation because he's out of options, has only thrown 9.2 Major League innings, and spent the entire 2009 season in the minors.

One interesting thing about this projected rotation is that all five of the projected starters have a career ground-ball percentage of more than 50% (in Talbot's case, I used his minor-league splits). So they will depend on the infielders behind them to track down grounders in order to keep their pitch counts down, but perhaps other than Asdrubal Cabrera, I don't see a starting infielder on this team with better than average range.

Beyond the five projected starters are three prospects (Huff, Carrasco, Rondon) who should get time in the rotation before the season's over with. Though Huff and Carrasco have already made their major-league debuts, I don't see much of a gap between them and Rondon, who is a polished pitched at age 22. Jeremy Sowers is most likely going to be either waived or placed on the Disabled List before the season begins, as he's currently bothered by a shoulder injury.

Bullpen

Projected Bullpen: CL Kerry Wood, RHP Chris Perez, LHP Tony Sipp, RHP Joe Smith, LHP Rafael Perez, RHP Jensen Lewis, RHP Jason Grilli

In the Mix: RHP Jess Todd, RHP Saul Rivera, RHP Hector Ambriz

The Indians have had a dreadful track record with bullpens in recent years, but I think this one is going to be pretty good. Wood and Chris Perez are a good 8^th/9^th inning combination, with Sipp and Smith excellent matchup relievers. Rafael Perez was horrible in 2009, and will be on a short leash this season. With such a weak rotation, I'm guessing two innings eaters (Lewis and Grilli) will be at the back of the bullpen, but the Indians might instead swap one of those guys out with a starter instead.

Jess Todd, who came over from St. Louis in the Mark DeRosa deal, would be the first reliever up from the minors. Hector Ambriz, the Indians' Rule 5 pick from Arizona, must make the roster or be offered back to the Diamondbacks, so he'll have a leg up on the pitchers with options, but I don't think he'll make the club. Saul Rivera, who pitched for Manny Acta in Washington, should be an insurance policy in Columbus.

In The System

The Indians have a deep system, as they should considering all the veteran-for-prospect trades they've made in the past year. Carlos Santana and Lonnie Chisenhall seem to me to be on a level higher than the rest of the system, though there are now quite a few very good prospects behind them. Nick Hagadone (Victor Martinez trade) and Jason Knapp (Cliff Lee trade) are high-ceiling pitchers but are quite a ways away. Starting pitchers Hector Rondon and Carlos Carrasco will both see action in Cleveland this season, and Jeanmar Gomez could get a cup of coffee. 22-year-old first baseman Nick Weglarz could have a breakout season in his second year in Akron.

Miscellaneous

Trade Bait: RHP Jake Westbrook, CL Kerry Wood, 3B Jhonny Peralta

There won't be the marquee names available as in the past two seasons, but if the Indians are out it, they'll be shopping some players that could help a contender. Jake Westbrook will be a free agent at the end this season, so he's a prime trade candidate if he has a decent or better season. It will be more difficult to trade Kerry Wood because his $11.0M 2011 option will trigger automatically if he finishes 55 games this season. Peralta is probably tradeable only if he has a good season, and even then the Indians might keep him around another year.

Conclusion

Seven years ago, the Indians were at a similar position, having the year before unloaded Bartolo Colon and let Jim Thome walk via free agency. This team, though, has much better established Major League talent, especially in the field. The Indians aren't competing for anything this season, but if they can develop some starting pitching as the season progresses, they'll be in position to challenge for the AL Central a year from now.

On a day that looks like the snow may have finally stopped and when it really doesn’t matter because USA-Canada isn’t allowing anyone to leave the house this afternoon, let’s get right off on a Lazy Sunday to hit on the high (and not so high) points having to do with YOUR Cleveland Indians…

The news that caused the biggest stir of the past few days is Manny Acta’s declaration that Grady Sizemore’s going to be moved down in the lineup. While I’ll spare you the link to the PD story (your time does mean something here), where the cause of the “Indians’ once-powerful lineup” being “reduced to a moth-eaten T-Shirt at an Army surplus store” is chalked up to the departure of “Victor Martinez, Mark DeRosa, Ryan Garko, Ben Francisco, and Casey Blake”.

No seriously, the “reason” being given as to why the Indians find themselves no longer able to field a “powerful lineup” is that DeRosa (here for ½ of a season), Garko (attempting to platoon at 1B in Seattle, where he may actually catch because they don’t know what to do with him), Francisco (a 4th OF in Philly…which he always should have been in Cleveland), and Blake (wildly unappreciated while in Cleveland and turned into Carlos Santana) are not in the lower portions of the “Indians’ once-powerful lineup”.

Complaining about the Indians’ performance and decisions over the past two years is one thing, failing to use logic or even offer compelling examples that mistakes have been made are quite another…

But I digress, as we move back to the news that Grady’s moving down the #2 hole, so if lineup construction is a point of contention, have at it…I’m not really not all that concerned about where these guys hit (as long as there’s an ounce of logic beyond it), so it doesn’t register as earth-shattering for me as it may for some.

Just for some background here, more than a few years ago, Tom Tango (and others) attempted to quantify the importance of batting lineups and optimize them, throwing out the conventional wisdom at each position in the process. Last year, Sky Kalkman at Beyond the Boxscore attempted to summarize those conclusions, to quantify and put some hard ideas together as to what each hitter in the lineup should ideally contribute. Here’s what Kalkman asserts that the #2 hitter in the lineup should be:
The #2 hitter comes to bat in situations about as important as the #3 hitter, but more often. That means the #2 hitter should be better than the #3 guy, and one of the best three hitters overall. And since he bats with the bases empty more often than the hitters behind him, he should be a high-OBP player.

Sounds like Sizemore, if you’re looking at the Indians’ roster, right?

If the idea is to see the leadoff hitter and the #2 hitter get on base, both Cabrera and Sizemore fit that bill, regardless of where they hit:

It will be interesting to see how Acta handles the left-handedness behind Sizemore at #2 in the lineup as Choo (who has been the team’s best hitter for the last 2 years) and Hafner and Branyan all likely factor in somewhere between #3 and #6, assuming all are healthy and in the lineup. However, this news does come in February and it will be interesting to see how Acta’s lineup evolves throughout the season, and not just in the #2 hole in the lineup.

In the midst of a number of topics (none of them very compelling and nearly all of them depressing), Paul Hoynes drops a couple of notes that actually mean more for the team than how much Manny Acta likes John Wooden and how The Sporting News (which I was surprised to learn was still in print) picked the Indians to be the worst team in MLB. Before getting to the points of interest and just to put a yin to the prediction of The Sporting News’ yang, it should be noted that the new PECOTA projections have the Indians finishing at 79-83, tied for 3rd with the Tigers and 2 games out of 1st place in the Central, and CHONE’s most recent projections have the Indians finishing at 82-80, 2nd in the division, 4 games back in the Central.

But back to the interesting nugget in Hoynes’ piece as he notes that “Jeremy Sowers (left shoulder), who threw a bullpen session Friday, could get into a Cactus League game before the end of spring training”.

Wait, we went from JUST finding out that Sowers had a sore shoulder earlier in the week to (assuming it’s accurate) reading that “Sowers COULD get into a Cactus League game before the end of Spring Training”?

Is that to say that there’s no guarantee that he’s even going to be ready to play in a Cactus League game all Spring? Remember that whole idea from Acta that he wanted to have his team essentially set a week to ten days before the end of Spring Training to see if it would result in a better start in 2010?

If Sowers “could” (nothing more) see some time in a Cactus League game and Acta wants to have his team in place a couple of week before camp ends to give the team some level of consistency in the hope that a better start is possible, what chances do you think Sowers has of breaking camp with the team…2%...5%?

Not that it’s going to be a surprise (as I guessed this last week), but that news (again, assuming it’s accurate) would certainly point to Sowers heading to the DL to start the season, likely heading off to some rehab assignments after that, allowing the Indians to filter through Mitch Talbot and Hector Ambriz (who would need to break camp with the team) while Sowers can be stashed on the DL and in the Minors until a roster decision is forced on the team when (or is it suddenly “if”) Sowers gets healthy.

The second little bit that Hoynes mentions in passing at the end of the piece is that “Acta said second base is ‘Luis Valbuena’s job to lose’” and while that doesn’t come as a surprise either (even after the flirtations with Orlando Hudson fell short in the off-season), the Valbuena situation will be an interesting one to watch as it relates to the way the Indians use him and manage his service time. Acta came out earlier in the Spring to say that, “we’re not in the business of developing platoon players at 23 years old” in that it looks as if the Indians don’t have an interest in protecting Valbuena against LHP in the early going, but that doesn’t mean that he’s likely to remain the 2B (or even on the roster) the whole season.

The reason for that would be the service time issue alluded to above, which is something that Tony Lastoria and I touched on in this week’s edition of “Smoke Signals”, when we discussed the infield and welcomed Jason Kipnis, the Indians’ 2nd Round Pick from last year, to the show to talk about his transition from college OF to MiLB 2B.

To that end, Tony actually wrote a must-read service time piece that he posted as it related to the likely demotion of Mike Brantley to AAA to start the season, but here’s what Tony relates about Valbuena, who has 1.012 days on MLB on his service clock:
Sending down Valbuena…to Columbus for a month at some point in the season is not a stretch as they he has options remaining. While the reason would be more to get looks at other guys, it would also offer an excuse to align his service clock to where Valbuena finishes the year with under two years of service time…to essentially add another year of control to them.

If you’re confused by that, Cot’s Baseball Contracts has a spreadsheet available that shows the service time of all Indians’ players which is extremely informative, particularly when partnered with the explanation of Tony’s service-time article. Looking at both give you a great idea as to what roster moves could be in play in 2010, particularly in the case of Valbuena.

Before jumping out and asserting that this is the latest example of the Indians’ frugality, realize that this in not a practice that’s unique to Cleveland, as Tom Verducci relates in this week’s print edition of SI. Essentially, the pattern is that top prospects going into this season doesn’t figure to get promoted until late May or so because of this service-time issue and how waiting equates to avoiding a year of arbitration and (as Tony states) an extra year of player control, at a time when the player should wildly more productive than when they are first promoted. Verducci explains the benefits of the practice, while mentioning some recent examples of non-Indians thusly:
One way for clubs to save millions on their best young players is to delay the start of their major league service clocks until at least late May, which generally leaves players with three cracks at arbitration down the road instead of four. Four impact rookies last season were promoted 10 days apart, beginning on May 29: Orioles catcher Matt Wieters, White Sox third baseman Gordon Beckham, Pirates outfielder Andrew McCutcheon and Braves righthander Tommy Hanson.

There’s more than meets the eye here and baseball decisions do not always dictate the timing of when these young players spend time on the parent club and Brantley and Valbuena (and likely Carlos Santana) are going to be examples of the Indians managing service time for young players in 2010 with the idea that they retain control over the player for one more season, instead of seeing them hit FA as a 28-year-old because they spent two weeks on the MLB roster as a 22-year-old when they could have spent time in AAA.

Of course, the other way that teams manage the salaries of young players is to avoid arbitration from year to year, extending young players with long-term deals before arbitration with the promise of financial security.

It was thought that this practice (used with players from Sabathia to Sizemore to Carmona) was thought to have the next two targets this Spring in Asdrubal Cabrera and The BLC. However (and just to illustrate how important the management of service time truly is), the idea that SS Choo remains a candidate for a long-term extension, buying out his upcoming arbitration years (2011, 2012, and 2013) just took an ENORMOUS hit as the news hit that Choo has hired Scott Boras as his agent.

Why is this “enormous”?
Mainly because Scott Boras has never had a client who chose to give a “hometown discount” in signing away his arbitration years (much less a year of Free Agency) for the security of a long-term deal, something that the Indians likely hoped to ink this Spring with Choo’s former agent Alan Nero, who signed a deal with Indians as Victor Martinez’s agent in 2005 and as Rafael Betancourt’s agent in 2008.
As a quick aside here, Nero remains Asdrubal’s agent…

Yes, Prince Fielder (a Boras client) signed a two-year deal with the Brewers, avoiding the arbitration process, but it didn’t come with any “hometown discount” and it certainly didn’t forfeit any of Fielder’s FA years, where Boras will be looking for a huge deal for Fielder on the open market. With Boras in the fold, it’s likely that the Indians are going to have to go from year-to-year with Choo contractually, facing off with Boras and his portfolio of data that says that only 6 players in MLB have outpaced Choo in the last 2 years in OPS (Pujols, Berkman, A-Rod, Teixeira, Youkilis, and Holliday) in all of MLB and ask for the moon in each arbitration year for The BLC. If I can find that out in a quick OPS search, what else do you think Boras is going to arm himself with to look for a huge amount of money for Choo in each of the three coming off-seasons?

Maybe Choo really does believe that he has the final say in making a decision on whether or not he wants to sign a deal that would keep him in Cleveland past 2013 (the final year before his FA at this point), as he said “I really want to stay long-term…I have good teammates here. A good team. Everything I like. I feel at home here. I like the Indians.”

However, the Indians like to sign players like Choo to long-term deals, if for no other reason than to set a known value on a player going forward and, with Boras in the equation, you would have to imagine that the salary situation for Choo and the Indians from 2011 to 2013 just got a lot cloudier.

Jumping off from the idea that Choo isn’t likely to settle for any type of financial security in the present at the expense of future earnings, take a look at what the Indians’ financial commitments of this team past the 2010 season, not taking into account the arbitration years of players like Choo, who (it should be noted) will be 31 going into his assumed Free Agency year of 2014.

This assumes that Wood’s vesting option does not vest (or it vests with him not on the Indians) as well as assuming that Peralta’s $7M club option for 2010 is bought out (hence the $250K on the list), but that’s your whole list…

Obviously, you have to add in the arbitration-eligible players (and Rafael Perez would be in his second year of arbitration after agreeing to an $895K deal in his first year of arbitration), but here’s the list of guys that figure to be arbitration-eligible after 2011:
Asdrubal Cabrera
SS Choo
Joe Smith
Jeremy Sowers
Jensen Lewis

Figure in that Cabrera is still going to be approached for a long-term deal (and just for comparison’s sake, the first year of Sizemore’s long-term deal was $500K) and that Sowers and Lewis become less valuable as their salary rises, meaning that they may not even be around once they hit arbitration, and the 2011 payroll number doesn’t figure to be a huge amount of money.

The total of the financial commitments listed above is a little over $27M and even if the payroll drops to $50M (and I’m not saying that it will) in 2011, the Indians have about $14M less than that committed to the players assumed to be on the team in 2011. That being said, the true indication as to where this team is heading, in a payroll sense, is coming after this season and it’s important to note what the Indians’ total payroll looked like the first time they went through this rebuilding process:

2006 Payroll - $56,031,500

Where the 2011 Payroll goes is anyone’s guess, but The BLC moving into Scott Boras’ stable brings the idea that the service clock “manipulation” game that the Indians play is not in vain.

Moving on from the payroll situation and just to put the last few years into some proper context (a concept that generally eludes the beat writers for the papers), Kelly Shoppach is interviewed in the Boston Globe’s Sunday Baseball Notes column. After a lead in the “Notes” that examines why 2009 went so poorly for the Rays (with many of the same reasons we saw sabotage the 2008 and 2009 seasons in Cleveland), Shoppach touched on the “exodus” in Cleveland where the blame lies:
Shoppach, traded to Tampa Bay this winter, was one of the last Indians purged in the latest rebuilding program. Watching his teammates leave was tough.

“I had a lot of friends walking out that door,’’ he said. “First C.C. [Sabathia] and then Cliff, and when Victor left, it was very hard from a personal point of view. All I really knew in the big leagues was that staff and Victor.’’

But he understood the exodus.

“We had three years to win,’’ he said. “They put a team out there that could win, and we didn’t get it done. We have nobody to blame but ourselves.’’

After the disappointments of the last two years in Cleveland, and the moves that were made as a result of those disappointments, Shoppach’s summary accurately puts the current state of MLB into proper context (“we had three years to win”) as well as how the Indians lost despite a stable of talent that has now turned into young players that Indians’ fans are left to hope can turn into another stable of talent…who hopefully have longer than “three years to win”.

Such is life among the have-nots in Cleveland, where service time management and payroll control are as important as anything that happens on the field, and while that may be a bitter pill to swallow on a morning when the ground is covered in snow and ice, the coming events on the Olympic ice this afternoon should warm Americans everywhere, regardless of location.

Un total de 24 calles del entorno de la Segunda Ronda cambiaron el 28 de febrero del pasado año 2009 total o parcialmente su configuración del tráfico a raíz de la entrada en vigor desde las 7,00 horas del sentido único en este eje viario, desde la Carretera de Carmona hasta la avenida Concejal Alberto Jiménez-Becerril.

"No nos hemos adaptado", sentenció la portavoz de la plataforma constituida en su día por vecinos y comerciantes de la zona para exigir modificaciones en el proyecto, María Luisa Luna, quien explicó hoy a Europa Press que "hay muchas cosas ilógicas".

Además, añadió que "no han dejado de hacer obras en las calles aledañas", por lo que consideró que está "cada vez peor" y lamentó que "hay que dar un rodeo tremendo para ir de una parte a otra del barrio".

Del mismo modo, aseguró que las calles interiores están "colapsadas" como consecuencia de la falta de plazas de aparcamiento en las avenidas principales. "Parece que hacen la vista gorda y hay coches en segunda y tercera fila, se forman unos atascos increíbles", apuntó Luna, quien consideró que esta circunstancia está provocando también que "se devalúen los pisos".

Sitting and watching a heavy snowfall, I am angry with the Cleveland Indians.

For a guy who lives within 50 miles of Lake Erie, I am not a winter person. I don't know about where you live, but where I live it's more than cold and snow; it's slate-gray skies, day after day after day. The lack of sunshine weighs on me and by February, without holidays to distract me, I am going crazy.

The way I get through it is baseball. I’m a baseball guy and my sport comes to the rescue every year, just when I need it the most. I arrive at spring the way a person escaping an unruly mob might feel once they‘ve reached safety: Relieved and exhausted and a little scarred by the whole experience. There to greet my escape every year is usually the Cleveland Indians.

Come February, I start counting down days until pitchers and catchers report for spring training. I start listening to any baseball report. I fill myself with team reports that are so premature, in a matter of weeks, they‘ll probably be irrelevant. I knows this at the time, but I gobble them up anyway.

Quickly that gets old and I start counting down to spring training games. Spring training games lose their luster quickly, and soon I am ready for games that count. Before I know, it the regular season and spring weather are simultaneously beginning. Hallelujah.

But this year I have been betrayed. Baseball has let me down. More accurately, the Cleveland Indians have let me down.

I wish I could care, but, seriously, what’s the point?

I'm not a fair-weather fan who only cares when the team is winning, but losing badly most years starts to weigh on me. And knowing they'll be bad this year isn't helping.

This a team with no starting pitching and no real power. You know what that typically adds up to in the American League? A lot of losses.

What am I supposed to do, get excited about Russell Branyan? Travis Hafner? Who's our second pitcher? Fausto Carmona? A guy who was lights out for one season, but, since that postseason, when he melted down against Boston, hasn‘t had good control over his pitches? Is the hiring of Manny Acta supposed to make me eager for a 90-loss season?

I'm not trying to pile on. Taking shots at the players and the new manager isn't fair. It's not their fault.

It’s the fault of the guys who write the checks.

Years ago, the Dolans made it known to their fans that they were no longer going to overspend on the team’s payroll. The message was that if fans weren’t going to come to the games, then the roster would be a reflection of that.

Before you start nodding your head at this sort of fiscal responsibility, let’s take a look at this business strategy.

Imagine you own a restaurant that once did pretty well, but now is beginning to see a huge drop in sales. What do you do? Do you replace your cook with any guy off the street and start purchasing your supplies from some guy in an unmarked van?

Sure, you’d like to get your meat from a butcher, but it’s not in the budget due to slumping sales.

So now you have inferior ingredients prepared by an inferior cook resulting in inferior product. When customers begin to complain, you say to them, “Look, I know the food isn’t good. But if you buy lots of it for the same price as other restaurants serving good food, we’ll be able to afford to serve you quality fare again.”

How do you think that would go over? Let me tell you: You’d have an empty restaurant heading towards closing for good.

Revenue is something to be earned. You have to make people want to spend money on your business. It's not the responsibility of the customer to give you their cash; it's your responsibility to earn it. And since others also want that same cash, you’re going to have to compete for it.

But the Indians aren’t competing for anything. Rather than taking true responsibility for this, they are blaming the local economy and the lack of a salary cap and revenue sharing.

Allow me to retort: The Cavs and the Browns are selling out in this economy and both sports have higher ticket prices than do the Indians. And the Indians have the benefit of being in an outdoor sport during the best weather of the year!

The Cavs were always third banana in this area, but they are drawing every night and how are they doing it? They’re winning! Guess what, Indians? You’re now third banana. How does that feel? Congratulations on being fiscally responsible; you’re getting killed in the market.

Which makes me wonder: If they‘re just going to be mediocre every year and be hated by the fans for it, what’s the point in owning a Major League Baseball team?

It can’t be for the money. Certainly, with the exception of a few teams, an MLB team is not going to be a huge money-maker. Not many owners are going to get rid of their other investments and live off the fat of a professional baseball team.

So then you must own a team because you love the team or professional baseball or competition. So what’s the point of being involved if you’re only going to put out a product that nobody wants to see? What’s the point in being an owner that people loathe? Is it fun to be considered cheap?

As for the salary-cap/revenue sharing issue, that is the reality of Major League Baseball. I would think that if I were going to buy myself a major professional sports team, that I would put together a business plan of how I was going to succeed. And in doing so, I would look at the business environment to see what it would take to succeed. If the environment wasn’t right for me, I wouldn’t get involved.

Buying a baseball team, you’d have to know that if you want to legitimately compete, you’re going to have to spend a lot of money on talent. Fiscal responsibility is not going to win games; talent on the field and in the dugout is. And talent costs money. But talent also generates money, as people get excited about your team and come to see them play. This equals ticket sales and concession sales.

Instead, the Cleveland Indians owner Larry Dolan—as well as team president Paul Dolan—seem to be more focused on economics rather than on the performance of their product.

Being more concerned with money than with winning is something players are always demonized for, but it‘s what we seem to have in the owner of our baseball franchise. They want to win, make no mistake, but not at the expense of their pocketbooks.

The Dolans own a team in a city where the people want nothing more than for them to sell and leave. Really? This is how they want to be viewed? This is how you wish to be seen as a business owner? This is what you want your legacy to be?

Look at how people see Dan Gilbert, the deep-pocketed owner of the Cleveland Cavaliers: A hero. A savior. A winner.

If you’re Paul or Larry Dolan, isn‘t this embarrassing? Aren’t you competitive enough to want to be considered as savvy and as good of an owner? Are you really content to be thought of as mediocre? I just can’t get my arms around that. If you’re competitive enough to want to be in business, how can’t you want to be considered one of the best?

At this point, as the Dolans, you have two choices that will end all of this: Sell the team or start spending.

Selling the team tomorrow is not going to help your legacy and you’ll always be considered one of those bad owners Cleveland always seems to have. By trading Cy Young Award winners in back-to-back years, you’re dabbling in Ted Stepien territory as it is. But at least the pain would be over. Not a great option, but an option.

Or you can open up your pocketbook and start putting together a legitimate winner. Build the nucleus of your team with farm-grown product, but be prepared to spend on essential pieces of a championship puzzle. People will forget about the lean years of this decade if you can put together a consistent winner. You’ll quickly ascend from goat to hero.

But I get the feeling the Dolans won’t do either. They’ll try their best to replicate the Minnesota Twins, who are to be admired for their level of success with the budget they have to work with, but who also haven‘t played in a World Series for almost two decades.

They’ll continue to be disliked by a fan base pining away for an owner with the resources to spend on players. They’ll continue to give their fans little or no hope. They’ll continue to engrain themselves in the minds of the people of northeast Ohio as the tightwads who ruined every summer for those who love this team and this sport.

And I ask one last time: What’s the point?

El largometraje se desarrolla en escenarios naturales de Suiza y también en Sevilla, Carmona y Dos Hermanas

El director de cine, Carlos Iglesias, empezará la próxima semana el rodaje, en Sevilla, de su segunda película, 'Ispansi!' (Españoles!), después de grabar en los Alpes suizos, donde la nieve y las temperaturas gélidas, han recreado la Rusia que acogió a miles de niños españoles que huyeron de los bombardeos de Franco. Durante dos semanas, el equipo de la película rodará en Sevilla, en diversas localizaciones como la Fábrica de Artillería, jardines del Alcázar y el Palacio de Monsalves, y ya en la provincia, se filmará en Carmona y Dos Hermanas.

Esta mañana tuvo lugar en la sede de la RTVA la presentación de la película, con la presencia del director general de la RTVA, Pablo Carrasco; el alcalde de Sevilla, Alfredo Sánchez Monteseirín; el director, guionista y actor de la película, Carlos Iglesias y el productor de Maestranza Films, Antonio P. Pérez, indicó la cadena andaluza en nota de prensa.

La cinta, que cuenta con la colaboración de Canal Sur, está ambientada en la Guerra Civil y Segunda Guerra Mundial. El director, actor y responsable del guión, Carlos Iglesias, recupera en 'Ispansi' --coproducida por Antonio Pérez de Maestranza Films--, una historia de personas que se ven obligadas a abandonar España.

Inspirada en varios hechos reales, la cinta narra los odios y pasiones de dos mundos enfrentados en lo ideológico pero cercanos en lo compasivo y humano. Una mujer de derechas y un comisario político republicano intentan salvar un convoy de niños españoles en la Unión Soviética, de Stalingrado al Volga, durante la Segunda Guerra Mundial

Se trata del segundo trabajo cinematográfico de Iglesias tras el éxito de público y crítica que obtuvo con 'Un franco, 14 pesetas' por la que recibió hasta 36 premios cinematográficos, además de la Medalla de Oro de la Emigración.

El director general de RTVA, Pablo Carrasco, destacó el "esfuerzo" de medios públicos en un proyecto de este tipo, en el que también colabora RTVE, y con el que se ha logrado una superproducción española, con una alta participación andaluza.

Por su parte, el alcalde de Sevilla subrayó la "importancia" de la capital hispalense en el cine, al contribuir con sus escenarios naturales en la promoción de la ciudad. Lugares como la Fábrica de Artillería, los jardines del Alcázar, el Palacio de Monsalves, Carmona y Dos Hermanas serán tomados por las cámaras y el equipo de la película en los próximos días.
