Poland has received eight boxes of new evidence from Russia relating to the investigation into the plane crash near Smolensk on April 10 that killed President Lech Kaczynski and 95 others.

Varsovia.- El conservador Jaroslaw Kaczynski dejará en los próximos meses la dirección de su partido Ley y Justicia (PiS) para concentrarse en analizar y explicar a la sociedad qué sucedió en el accidente aéreo de Smolensk (Rusia), en el que perecieron su hermano gemelo, Lech Kaczynski, y otras 95 personas.

El diario "Rzeczpospolita" asegura hoy que las obligaciones de la política activa restan tiempo al líder de los conservadores para llevar a cabo su deseo de profundizar en la tragedia del pasado 10 de abril, cuando el avión presidencial polaco se estrelló al intentar aterrizar en el aeródromo de Smolensk, provocando la muerte de sus 96 ocupantes.

Según este rotativo, la salida de Kaczynski tendrá lugar este otoño y, aunque abandone la dirección activa de su partido y principal fuerza de la oposición, se mantendrá como presidente honorífico de la formación.

En una reciente entrevista con EFE, Jaroslaw Kaczynski defendió la importancia de conocer la verdad sobre la tragedia de Smolensk, una investigación que realizando las autoridades rusas, aunque el político conservador preferiría que estuviese en manos polacas.

En opinión de Kaczynski el verdadero problema es que "el Gobierno (del primer ministro liberal, Donald Tusk) sabe poco sobre lo que sucedió" en Rusia.

En el accidente murió el entonces presidente Lech Kaczynski y otros responsables de instituciones polacas como el Banco Nacional o el estado mayor del Ejército, dejando a muchas de las instituciones del país huérfanas.

El pasado 4 de julio Jaroslaw Kaczynski perdió las elecciones presidenciales frente al liberal Bronislaw Komorowski, una derrota que también puede influir en esta retirada que vaticina "Rzeczpospolita".

El jefe del Estado polaco responde así a los "defensores de la cruz", grupos de católicos ultras que piden que la cruz de madera colocada por "boy scouts" frente al palacio presidencial de Varsovia el pasado 15 de abril sólo sea retirada si en su lugar se ubica un monumento en recuerdo de los 96 fallecidos.

"Luchamos por el recuerdo de Smolensk y la memoria de los fallecidos, entre ellos nuestro guía, el presidente Lech Kaczynski", explicó a Efe Danunta, una de las partidarias de la cruz, que "hace guardia" junto a su bandera polaca en las inmediaciones del edificio.

Bronislaw Komorowski también se defiende de las críticas recibidas por la placa que ubicó hace algunos días en el palacio en memoria de la tragedia aérea, una tabla de granito que ha sido muy criticada por considerarla "insuficiente".

Uma enorme cruz instalada em Varsóvia em memória ao presidente Lech Kaczynski, morto em 10 de abril em um acidente de avião, vem sendo motivo de grande polêmica, amplamente divulgada pela mídia sobre a separação da Igreja Católica e o Estado polonês.

A cruz de madeira levantada espontaneamente por escoteiros poloneses depois da catástrofe do avião presidencial em Smolensk, no oeste da Rússia, deveria ter sido transferida em 3 de agosto para uma igreja na Polônia, mas um grupo de ativistas impediu que isso acontecesse. No acidente, o presidente, a esposa e outras 94 pessoas morreram.

Pela primeira vez na Polônia, país onde 90% dos habitantes são católicos, milhares de pessoas manifestaram-se na última segunda-feira contra a presença da cruz em um espaço público. Muitos jovens se organizaram com a ajuda do site de relacionamentos Facebook.

"É um fenômeno novo. Esses jovens contestam a Igreja como instituição, mais do que a religião", disse o sociólogo Edmund Wnuk-Lipinski.

Reunidos em frente ao Palácio Presidencial, os manifestantes ironizaram os defensores da cruz, entoando canções de ninar ou gritando palavras de ordem contra a Igreja. Alguns deles vieram fantasiados de personagens da saga "Guerra nas Estrelas".

"Um dos aspectos importantes do conflito, é que a disputa tem a ver com a Igreja e os símbolos na vida pública. A determinação dos defensores da cruz em frente ao Palácio Presidencial faz apenas aumentar o número de adversários", explicou à AFP Janusz Czapinski, especialista em psicologia social.

Essa situação reforça o partido social-democrata SLD, a terceira força política da Polônia, atrás dos liberais no poder e a oposição conservadora.

O SLD denuncia abertamente a concordata entre a Igreja Católica e o Estado, assinado em 1993, que oferece um grande espaço à Igreja dentro da vida pública.

Os militantes sócio-democratas lançaram ontem um abaixo-assinado "pedindo o respeito da Constituição e a defesa do caráter laico do Estado". Eles afirmam ter coletado duas mil assinaturas no primeiro dia.

A polêmica tomou uma dimensão política após o anúncio do projeto de deslocamento da cruz pelo presidente Bronislaw Komorowski, eleito em 4 de julho, vencendo o rival conservador Jaroslaw Kaczynski.

A transferência havia sido decidida pela diocese de Varsóvia, pela presidência da República e pelas organizações de escoteiros. Mas pessoas próximas impediram que a cruz fosse removida.

Doesn't it occur to any of the commentators about the ongoing battle for the Smolensk cross outside the presidential palace that it's but a distraction?

Politicians on both sides are using the battle over symbols to sideline any meaningful discussions about public finance reform, reducing the budget deficit and national debt. THIS is key. Policy, not politics. (I was interested to see in last week's Economist an Italian minister saying that those two, distinct, words could only be translated into Italian, as in Polish, with one word - la politica/polityka.)

There's a party-political game going on as well, for anyone caring to look an inch beneath the surface.

President-elect Komorowski could have said, "Hey, it's just a cross. It doesn't bother me - or indeed anyone else. Leave it there, replace it eventually with a permanent memorial of some sort, end of issue." But no. He insisted that it be moved. This was a calculated political act, designed to stir up the usual nutters who could be guaranteed to come up with a good show for the media in cases like this. It was bound to provoke the PiSites who would side with the weirdos. In short, a trap for PiS, who walked right into it.

Komorowski and PO are using the issue of the Smolensk Cross to paint PiS into a corner. And they are doing so successfully, if my reading of social attitudes is right. (Well, here in Warsaw, at least.) "Give 'em enough rope," PO is saying. Since losing the presidential election, PiS has been straying ever more deeply into LPR country. And as they do so, their electability declines.

The strategy is working. A wedge is being driven between 'normal' Poles who see themselves as rational, civilised people, siding with the moderate clergymen, scouts, policemen, the vast majority of public opinion and the media; and then we have 'nutters' who see conspiracies, traitors and agents everywhere. PiS is allowing itself to get tarnished as the 'nutters' party.

Nationalist Catholics, to whom the antics on Krakowskie Przedmieście plays, represent one-twentieth, maybe less, of Poland's population. The ones who outside the presidential palace were calling priests traitors and scouts bolsheviks are politically a tiny, weeny, minority. This is where PiS's electorate will end up by the time of next year's parliamentary elections if these shenanigans continue.

I went along to see for myself. The atmosphere this evening outside the palace was tense though I could not feel any aggression in the air. People were discussing the pros and cons, trying not to let emotions run into the debate for fear of sparking anger. A middle-aged woman was discussing with two men, one older, one younger. "Why are you always bringing Jews into it? It only serves to undermine your argument," she said. The younger man replied. "See that restaurant across the street there? Magda Gessler owns it. 14 and 15 year-olds are regularly seen staggering out of it, completely drunk."

I'm sure the very next opinion polls we see published in the wake of this business will show a marked drop in PiS's support at the expense of PO and the ex-communists.

It will stay as long as politicians continue to benefit from it.

Poland has complained that Russian officials were being slow in handing over documents needed for a Polish investigation into a plane crash that killed Polish President Lech Kaczynski and other top officials in Smolensk in April.

Let the fools have their tartare sauce (to quote The Simpsons' Montgomery Burns.) Now, the idiot faction of Polish society (who believe that Lech Kaczyński was murdered, the presidential elections were fixed, that premier Tusk and president-elect Komorowski are agents of Moscow) are seen to have won a moral victory.

Who cares whether the cross is here or at St. Anne's Cathedral? Who cares whether the Warsaw Uprising Museum is named after Lech Kaczyński or not? What does matter is decent roads and railways, an efficient and transparent tax system, world-class universities, proper waste-water treatment, an effective healthcare service and an environment in which small business can flourish. The rest is detail. Don't waste time fighting the weirdos. Let them have their way on the symbols. Get on instead with the substantive task at hand - turning Poland into a globally-competitive economy - for the good of all its citizens. Then the causes of weirdoism - poverty and ignorance - will naturally wane.

Today, Moni and I went to see the new Coen Brothers' film, A Serious Man, a film we've both seen before. Definitely, to us, their best yet (of 14). Waiting for the film to start, I was moved to take this picture (right) of the church on Plac Zbawiciela (Saviour's Place). On 10 April the Polish presidential airplane crashed near Katyn forest, killing all the 96 top officials on board, including President Lech Kaczynski and his wife. This was the worst political tragedy in Poland’s history, but many people consider it has led to the opening of a new chapter in Polish-Russian relations. However, the situation is not completely clear: Russian sympathy for Polish society’s great loss was very welcome, but there is a need to analyze the future of Polish-Russian relations. Russia belongs to the category of states whose behaviour on the international scene is determined by its ambition to be a superpower. Thus, the main imperative of Russian domestic and foreign policies is the existence of a strong state with a tough government, especially after the collapse of the Soviet Union and the loss of its leadership in the eastern hemisphere.

We need to be aware of the fact that Russia wants to regain its former international position in Central and Eastern Europe too. At risk are Eastern countries’ independent foreign policy and, especially, their energy and security policies. In this respect Russia was very successful, for example, when it foiled US plans to locate elements of their anti-rocket shields in Poland and the Czech Republic. 

Contradictory strategic interests are the main obstacle to creating good Polish - Russian relations. Poland’s main objective is to protect its sovereign policy and the only way to achieve this is closer integration and cooperation with EU member states. Russia’s aim is to protect its integrity against Western influences. One of the ways of achieving this is to weaken Polish eastern foreign policy.

The behaviour of the Russian authorities after the catastrophe in Smolensk leads us to conclude that we must give consideration to the geopolitical factors determining Russian domestic and international politics. Gestures of sympathy, such as President Vladimir Putin’s compassionate hug of Polish Prime Minister Donald Tusk at the site of the crash are important, but one must not lose sight of the fact that Russian foreign policy is almost always calculated, rather than dictated by emotion. For this reason the Smolensk Tragedy can be treated as a new beginning in relations between Polish and Russian people, but not yet between their governments.  Past Russian foreign policy gives us little hope that her political elites will now redefine the principles governing their relations with Poland. Russia treats its western neighbours (Ukraine, Belarus, Latvia) as its natural sphere of influence. For Poland they are partners, states that should be sufficiently strong and democratic to counterbalance Russia.

It is of course true that the Smolensk tragedy will give new life to relations between societies in Poland and Russia, even at the diplomatic level. However, the new trend will not change either Russia’s main Western foreign policy or her geopolitical viewpoint and interests. Even if we admit that after the Georgia war in 2008 relations between the EU and Russia improved significantly (Open Democracy, Europe and the Georgia-Russia Conflict by Katinka Barysch) and that Russia has been making efforts to change its external image and internal policy (Open Democracy Eastern Europe’s Great Game by Katinka Barysch), this does not change the fact that Russia is playing its old imperial game with Poland. The strategy is a game of double politics: a nice gesture to show international opinion the friendly face of Russian authorities, and at the same time action to weaken and subdue Ukraine, Poland and the other Eastern European countries or diminish their international position.

There is no doubt that after the Smolensk tragedy the Russian authorities were active at the highest level. Katyń, the film by Andrzej Wajda, was shown on Russian public television and the original top secret documents concerning the crime committed in Katyn seventy years ago were made public. These actions were motivated by feelings of solidarity and compassion, but there was also an element of political calculation as part of the broader Russian strategy. The aim of the strategy is to show that Polish-Russian relations are good and that Poland’s anti-Russian stance in the EU is unjustified. Polish participation in the EU Eastern Partnership project, her position on possible membership of the EU for Ukraine and support for democratic change in Belarus: all are against Russian interests. After the Smolensk tragedy Russia had a unique opportunity to neutralize, at least partially, Polish eastern policy. Russia’s leadership probably considers that its friendly gestures could lead Poland to change its eastern policy.

Moreover, there is an apparent contrast in the eyes of the international public between the reasonable behaviour of Russian representatives and the emotional behaviour of the main opposition party in the Polish Parliament, the Law and Justice Party, whose leaders and members work up strong anti-Russian feeling. The Polish government, however, reacts reasonably and does not stir up anti-Russian emotion within Polish society. It has also established a friendly relationship with the Russian leaders and appointed Russia’s Interstate Aviation Committee to investigate the causes of the tragedy. The reaction of the Law and Justice Party is definitely extreme, but we should not allow ourselves to be blinded by the impression that Warsaw’s relations with Moscow are now better. There is no sign that Russia has changed its thinking about Poland and its plans concerning Eastern Europe. The Polish government should be aware that the current good relations between Poland and Russia can be used as means of weakening Polish eastern policy and eliminating Polish ideas of promoting EU and NATO expansion eastwards. Good relations with Moscow are crucial, but Poland should not neglect its own strategic interests.  It should continue to maintain its support for a democratic Belarus and to influence the EU common energy policy.

El ministerio polaco de Justicia ha confirmado únicamente que se ha logrado descifrar parte de los mensajes de la caja negra, aunque sin revelar el contenido.

O ministro não quis, no entanto, comentar uma informação do canal de televisão privado TVN24, segundo a qual o primeiro piloto do avião teria dito nos últimos instantes do voo: "se não aterrissar, vão me matar".

O Tupolev 154 que transportava o presidente Kaczynski e sua esposa, assim como altos dirigentes políticos e militares poloneses, caiu ao tentar aterrissar em meio a uma espessa neblina perto de Smolensk (oeste da Rússia), matando seus 96 ocupantes.

A transcrição das conversações procedentes de uma das caixas pretas do aparelho transmitida pela Rússia à Polônia, e publicada no início de junho pelas autoridades polonesas, pareceu confirmar que os pilotos haviam ignorado várias advertências.

Quando faltavam 16 minutos para o impacto em terra, os controladores da torre do aeroporto de Smolensk transmitiram: "as condições não permitem a aterrissagem".

"Obrigado, nós tentaremos aterrissar se for possível, mas se a meteorologia for ruim, nos retiraremos para uma segunda volta", teria respondido o primeiro piloto, Arkadiusz Protasiuk.

Segundo a transcrição publicada no site do ministério do Interior polonês, com inúmeras passagens marcadas como "incompreensível", o chefe da Força Aérea, o general Andrzej Blasik, se encontrava na cabine dois minutos antes do acidente, mas nada faz supor que tenha exercito uma pressão direta sobre os pilotos.

A delegação polonesa se dirigia às cerimônias pelo 70º aniversário do massacre de milhares de oficiais poloneses em Katyn pela policia soviética em 1940.

"A meu ver, nem um nem o outro deram à visita do presidente Lech Kaczynski o respeito e a dedicação requeridas".

No acidente como Tupolev 154 morreram 96 pessoas, entre elas o presidente Kaczynski e sua esposa, que viajava para participar nas cerimônias do 70o. aniversário da matança de milhares de oficiais poloneses pela polícia política de Stalin em Katyn.

Jaroslaw Kaczynski foi derrotado este mês na eleição para suceder o irmão pelo liberal Bronislaw Komorowski, um aliado de Tusk.
