Ex-Google China President Kai-Fu Lee, who also worked for Microsoft (NSDQ: MSFT) there, is now working on two projects leveraging China’s massive mobile-subscriber population. Both of the startups tap into Google’s Android platform, and are funded by Innovation Works, an incubator that Lee formed about a year ago after resigning from Google (NSDQ: GOOG).

According to the WSJ, the first project is called Tapas, which is being described as “a smartphone operating system” that is tailored for Chinese users, but is largely based on Android. The OS localizes Android for China by detecting what cities incoming calls are from, or syncing contact lists with popular Chinese social networks. A music player also will detect what song a user is listening to and will display the lyrics, like karaoke. Tapas is expected to launch in the next few weeks through manufacturing relationships with Sharp, Haier and Tianyu, a Chinese handset maker that specializes in made-for-China features.

The second project is called Wonderpod, a free media application that launched two months ago for Android devices. Like Tapas, the app is localized for Chinese users, who can use it to download video clips from Chinese streaming-video sites Youku.com and Tudou.com.

In all, Innovation Works has invested in 12 companies in the past year or so with the goal of proving that Chinese companies can be innovative, too. The projects receive support from Lee, including help finding executive or engineering talents. Lee also provides the opportunity for the entrepreneurs to listen to inspirational speakers, like Yahoo’s co-founder Jerry Yang. Innovation Works claims an undisclosed stake in each project.

Research In Motion has acquired some of the assets of DataViz, a 26-year-old company that has focused on bringing Microsoft (NSDQ: MSFT) products, like Office, to several mobile platforms, including BlackBerry. In a short statement today, RIM (NSDQ: RIMM) confirmed the purchase and that it has hired the majority of its employees. Going forward, the intent is to “to focus on supporting the BlackBerry platform.”

Terms of the deal were not disclosed, but RIM said the transaction was not material to RIM’s financial results.

Prior to this purchase, RIM also bought Cellmania, an 11-year-old company which distributes content—like ringtones and video files—as well as apps to mobile operators. It is also reportedly looking at its options for acquiring a mobile ad network.

Meanwhile, the BlackBerry Partner Fund, which operates separately from RIM, has also been busy funding ventures, such as PocketGear, an independent app store, and Payfone, a mobile-banking start up.

RIM is working hard to stay in line with handset makers, like Apple (NSDQ: AAPL), Google (NSDQ: GOOG) and Microsoft, which are not only able to throw tons of money at development, but also able to leverage their other key content assets. For instance, Apple taps into iTunes, Google is able to provide free turn-by-turn navigation on Android, using Google Maps. Likewise, Microsoft is stressing its Xbox and Zune product lines in its upcoming refresh of Windows Phone.
