Current Challenges Facing the United Nations Legal Office
Keynote address by Patricia O'Brien, United Nations Under-Secretary-General for Legal Affairs: "Current Challenges Facing the United Nations Legal Office."

This lecture was delivered at the seventh Brandeis Institute for International Judges (BIIJ), held from 25 to 30 July 2010 at the Salzburg Global Seminar in Salzburg, Austria. The Institute was attended by sixteen judges from thirteen international courts and tribunals, including the International Court of Justice, the International Criminal Court, and the European Court of Human Rights, as well as more specialized institutions such as the Extraordinary Chambers in the Courts of Cambodia and the Special Tribunal for Lebanon.

Its theme this year, "Toward an International Rule of Law," encompassed topics including the fairness of international law, the accessibility of international courts and tribunals, and the impact of diversity on the establishment of an international rule of law. The Institute also continued a tradition of examining ethical issues faced by members of the international judiciary.

The Salzburg Global Seminar is grateful to Justice Richard Goldstone, a member of its Board of Directors, for bringing this distinguished gathering to its historic headquarters, Schloss Leopoldskron in the city of Salzburg.

Outlook It is almost two years to the day since the British Government, via the Financial Services Authority, effectively vetoed Barclays Bank's plan to buy Lehman Brothers, condemning the failing American investment bank to collapse. And although Bob Diamond, the Barclays man championing the takeover, was furious, he has much to be grateful for. Had Barclays been saddled with Lehman in its entirety, its ability to ride out the rest of the financial crisis would have been in question. Instead, it bought Lehman's choicest assets at a knock-down price and Mr Diamond came up smelling of roses.
